City of Bellevue seeks an Executive Director for the eCityGov Alliance to guide regional digital government initiatives and cross-jurisdictional services. You will lead strategic planning, governance, and delivery of technology programs that improve resident interactions with government.
The role requires collaboration across agencies, strong budgeting and vendor-management skills, and a passion for public service. This hybrid role is based in Washington with a focus on regional digital services.
New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

The eCityGov Alliance is a collaborative partnership of cities and public agencies across the Puget Sound region that came together to rethink how government delivers digital services. As a regional public nonprofit hosted by the City of Bellevue, the Alliance develops and manages cross-jurisdictional online services that make it easier for residents, businesses, and partner agencies to get things done. The eCityGov Alliance has developed a unique business model by creating portals that are branded by service area and deployed as cross-jurisdictional web services. Our flagship portal, MyBuildingPermit.com, demonstrates the power of shared solutions that are cost-effective, customer-centric, and built for the way people actually interact with government.
The eCityGov Alliance has not only been successful for municipalities and counties in Washington State, but it also serves as a model to other regions for cross-boundary collaboration and web-based services. In doing so, the Alliance model provides constituents with convenient, user-friendly services in a way that is cost effective for each jurisdiction. In other words, the Alliance uses technology to drive good government.
The Executive Director is the strategic and operational leader of the eCityGov Alliance. Reporting to the Alliance Executive Board, the Executive Director shapes the vision for the Alliance’s regional services, leads successful delivery of technology programs, strengthens relationships with partner agencies, and ensures the Alliance continues to be recognized as a model for cross-boundary digital government.
This is a unique leadership opportunity for someone who thrives on collaboration, innovation, and public service—and who is excited by the challenge of aligning multiple agencies around a shared customer experience.
The Executive Director brings a blend of strategic leadership, collaborative relationship-building, and a strong grasp of how technology, people, and process come together in government service delivery. You think big-picture, communicate clearly, lead with empathy, and navigate complex political and organizational landscapes with confidence. You are comfortable guiding technology-driven programs, building consensus across agencies, and telling a compelling story about the value of shared digital services.
The City is implementing a flexible/hybrid work policy that will allow staff to work remote. Full-time remote work is not an option. Remote work for this position is subject to department's operational needs and will be discussed with candidates during the selection process. Once hired, employees must reside in the State of Washington.
