Job summary

The NYC Department of Social Services is seeking an Administrative Director of Social Services M3 to lead conflict resolution and ADR initiatives across the agency, overseeing a large employee relations function and wellness programs.

This role requires strong strategic leadership, policy analysis, and the ability to collaborate with HRBPs, OATH, OLR, OLA, and other partners to drive fair, effective workplace solutions and a positive work culture.

Qualifications

• Bachelor's degree in a relevant field and four years of progressively responsible experience in a large governmental agency or equivalent.
• Master's degree may substitute for up to two years of experience; additional education may substitute up to three years.
• LCSW/LMSW license may substitute for three years of experience.

Responsibilities

• Direct planning, implementation, oversight, and assessment of conflict resolution, ADR, and wellness programs.
• Develop agency-wide strategies addressing workplace conflict, employee relations, leadership, diversity, and safe workplaces.
• Assess program effectiveness and recommend policy changes to improve outcomes and align with agency goals.
• Provide operational leadership for employee relations across a ~12,000-employee organization and establish consistent approaches to escalation and referral.
• Serve as internal consultant to managers on complex employee relations matters, evaluating issues and developing resolution strategies.
• Oversee intake points for issues and determine the appropriate intervention and coordination path.
• Respond to significant workplace crises and develop preventive practices for future use.
• Supervise Conflict Resolution staff and the DSS Wellness Coordinator, including performance and staff development.
