Job summary

San Luis & Delta-Mendota Water Authority seeks an experienced Chief Operating Officer to lead Operations & Maintenance, Engineering, and Capital Improvement Projects in Tracy with periodic travel to Los Banos.

The COO reports to the Executive Director, directing multiple departments and ensuring safe, reliable water service, effective budgeting, and strategic planning to support the Authority's mission.

Qualifications

• Executive leadership in a public-agency environment and governance experience.
• Strong planning, performance management, policy development, and continuous improvement.
• Excellent communication and ability to lead cross-functional teams.

Responsibilities

• Provide executive direction for O&M and CIP functions.
• Lead development and administration of the annual budget and fiscal analysis.
• Oversee safety, staff leadership, and inter-department coordination.
• Represent the Executive Director with agencies and organizations.
• Support Board meetings and information flow.
