Job summary

The Goodwin Group is conducting a confidential retained executive search for a Chief Operating Officer (COO) for a mission-driven public-sector organization focused on affordable housing, community development, and expanding economic opportunity.

The COO will be the senior operational leader reporting to the CEO, translating strategy into disciplined execution while strengthening accountability and scalable processes.

Qualifications

• 15+ years of progressive executive leadership experience.
• Experience leading complex, multi-functional organizations in highly regulated environments.
• Experience with public housing, affordable housing, or community development is strongly preferred.

Responsibilities

• Serve as a key strategic advisor to the CEO and LT members.
• Oversee operations including housing programs, facilities, HR, IT, procurement, and risk management.
• Drive accountability, governance, and continuous improvement across the organization.
• Align operational priorities with financial objectives in partnership with the CFO.
