Job summary

Knowesis seeks an Execution Management Activity (EMA) Program Manager at the Fort Detrick, MD site to provide subject matter expertise and project management for post-award execution of extramural research awards. The role supports DHA S&T programs, ensuring compliance, timely processing, and accurate tracking of outcomes.

The candidate will coordinate with the EMA team, handle pre-award reviews, summarize progress and financial health, and prepare modification documentation while staying

Qualifications

• Master's degree in life sciences, biomedical sciences, public health, or related field.
• Minimum of 3 years of experience in federal contract or grant execution management, including post-award support.
• Experience preparing modification documentation, reviewing technical reports, and reviewing invoices for government approval.
• Experience conducting compliance reviews of research proposals.

Responsibilities

• Support government-led pre-award reviews for extramural award mechanisms and prepare analysis for government negotiations.
• Review technical reports and summarize progress, financial health, risks, and findings for government.
• Prepare draft award modification documentation reflecting performance and funding changes.
• Review invoices for accuracy and compliance, recommending approvals per contract terms.
• Track outcomes across the extramural award portfolio.
• Conduct compliance reviews of research proposals and recommend determinations to government.
• Analyze cost, schedule, and performance against plans and alert decision makers as needed.
• Support development of broad agency announcements and solicitation templates as assigned.
• Serve as the primary technical point of contact for funded investigators and navigate contractual requirements.
