Job summary

MDW Associates seeks Senior and Expert EVM and Affordability Analysts to support NGA in the Fort Belvoir area. Onsite work at NGA facilities; some roles may be at a contractor site within a SCIF.

Roles span EVM leadership, affordability analysis, and strategic financial planning for major programs and enterprise portfolios. You will lead budget submissions, analyze variances, develop models, and advise on funding strategies.

Job description

MDW Associates is seeking Senior and Expert EVM and Affordability Analysts to support specialized Earned Value Management, affordability and cost analysis, and enterprise financial strategy requirements for the National Geospatial-Intelligence Agency in the Fort Belvoir Springfield, Virginia area. Candidates may be considered for one or more specialty tracks based on their experience.

Positions are fully onsite at NGA facilities. A limited number of assignments may be performed at a government approved contractor site within an accredited SCIF.

Specialty Tracks

• Earned Value Management Lead providing financial oversight and analysis of program performance and contractor Earned Value Management Systems.
• Affordability and Cost Analysis Expert developing cost models, affordability assessments, business cases, and cost benefit analyses for complex programs and portfolios.
• Financial Strategy and Enterprise Lead advising executive leadership on financial planning, programming, budget execution, cross program funding strategies, and long-range portfolio affordability.

The EVM and Affordability Analyst may perform a combination of some or all of the following duties:

• Lead complex budget submissions, long range funding strategies, budget drills, and financial analyses for major programs or enterprise portfolios.
• Evaluate Earned Value Management data, validate contractor reporting, analyze cost and schedule variances, and present trends and recommendations to Government leaders.
• Develop cost models, affordability analyses, sensitivity analyses, what if scenarios, business cases, Analyses of Alternatives, and cost benefit analyses.
• Assess program and portfolio financial health and recommend solutions for funding shortfalls, affordability challenges, and resource allocation decisions.
• Develop reprogramming analyses, cross program funding strategies, and long-term financial plans.
• Analyze contractor financial reports, cost data, and proposals and provide recommendations to Government program managers.
• Mine, reconcile, and analyze data from multiple financial management systems and present findings to executive leaders.
• Coordinate financial actions across program offices, directorates, and external organizations.

Required Experience/Education:

Earned Value Management Lead

• At least ten years of relevant experience with a master's degree.

Affordability and Cost Analysis Expert

• Master's degree in Business, Finance, Accounting, Economics, Mathematics, Engineering, Computer Science, or another relevant field.
• Industry recognized expertise in Federal financial management with a concentration in cost analysis, cost estimating, or affordability assessment.

Financial Strategy and Enterprise Lead

• Industry recognized expertise in Federal financial management and the Planning Programming Budgeting and Execution process.
• Master's degree in Business, Finance, Accounting, Economics, Mathematics, Engineering, Computer Science, or another relevant field.

Preferred Experience/Skills:

• Direct experience supporting NGA, a Comptroller organization, Major System Acquisitions, or senior financial leadership.
• Certified Cost Estimator Analyst, Certified Defense Financial Manager, Certified Government Financial Manager, Certified Public Accountant, or comparable certification.
• Experience with Tableau, R, Python, Crystal Ball, or other advanced financial modeling, statistical analysis, or data visualization tools.

Security Requirement(s):

• Maintain an active Top Secret clearance with Sensitive Compartmented Information access and remain eligible for NGA adjudication and access.
• Comply with NGA security requirements and complete a counterintelligence scope polygraph when required.
• Comply with all requirements for access to NGA facilities, systems, information, and approved classified workspaces.
