MDW Associates seeks multiple Lifecycle Acquisition Analysts at Mid, Senior, and Expert levels to support NGA acquisitions at Fort Belvoir-Springfield, VA and St. Louis, MO.

Roles are onsite with limited contractor site assignments within SCIF; remote/home-based work is not available. The team will develop acquisition strategies, plans, statements of work, and evaluations, coordinating with program management, contracting, engineering, and security stakeholders through full lifecycle of complex

Qualifications

• Bachelor's or master's degree required as noted in the posting.
• Experience levels vary from Mid to Expert with increasing years of relevant work.
• Certifications in project/program management are preferred (PM, DAWIA, ITIL).
• Experience with NGA or GEOINT context preferred.

Job description

MDW Associates is seeking multiple Lifecycle Acquisition Analysts at the Mid, Senior, and Expert levels to support the National Geospatial-Intelligence Agency in the Fort Belvoir-Springfield, Virginia and St. Louis, Missouri areas. These professionals will support the planning, development, award, execution, and oversight of complex information technology and professional services acquisitions.

These roles are primarily onsite at NGA facilities. A limited number of assignments may be performed at a government approved contractor site within an accredited SCIF. These assignments are not home-based remote positions.

The Lifecycle Acquisition Analyst may perform a combination of some or all of the following duties:

• Develop and review acquisition strategies, acquisition plans, Statements of Work, Performance Work Statements, market research, Independent Government Cost Estimates, Justifications and Approvals, and related procurement documentation.
• Validate and refine program requirements and coordinate with program management, contracting, engineering, financial management, infrastructure, security, and mission stakeholders.
• Develop acquisition schedules, evaluation criteria, financial plans, and complete procurement packages.
• Support source selections and technical evaluations of contractor proposals, document evaluation results, and provide recommendations to Government decision makers.
• Monitor contract cost, schedule, performance, deliverables, and risk and recommend corrective actions when necessary.
• Review contractor deliverables and transition plans for compliance with contract requirements.
• Prepare briefings, reports, decision materials, and acquisition status information for program managers and senior leaders.

Required Experience/Education:

• Mid-Level
• Three to ten years of relevant experience with a bachelor's or master's degree.
• Senior Level
• At least ten years of relevant experience with a master's degree.
• Expert Level
• Industry recognized expertise in acquisition or program management and a bachelor's degree in a relevant field.
• Expert level experience supporting the full lifecycle of Department of War or Intelligence Community acquisitions, including Major System Acquisitions.

Preferred Experience/Skills:

• Direct experience supporting NGA or the GEOINT mission.
• Project Management Professional, Defense Acquisition Workforce Improvement Act, Information Technology Infrastructure Library, or comparable certification.
• Experience with NGA acquisition processes, infrastructure services, Agile software development, or systems engineering.

Security Requirement(s):

• Maintain an active Top Secret clearance with Sensitive Compartmented Information access and remain eligible for NGA adjudication and access.
• Comply with NGA security requirements and complete a counterintelligence scope polygraph when required.
• Comply with all requirements for access to NGA facilities, systems, information, and approved classified workspaces.
