Job summary

Turner & Townsend is seeking a Preconstruction Zoning/Due Diligence Manager to lead site selection and planning for a growing EV service-center network. You will evaluate feasibility, coordinate with city agencies, and steer multiple projects through regulatory challenges.

The role requires 8+ years in zoning and entitlements, a strong grasp of codes, and experience guiding cross-functional teams. This on-site position offers competitive compensation and benefits.

Qualifications

• Bachelor’s degree in Urban Planning, Real Estate Development, Construction Management, or related field.
• 8+ years of zoning, entitlements, and due diligence experience.
• Proven track record managing large multi-site programs in fast-paced settings.
• Deep knowledge of municipal codes, land use regulations, and permitting.
• Experience building scalable real estate development systems.
• Strong leadership and stakeholder management, cross-functional collaboration.
• Ability to manage competing priorities and deadlines.
• Experience with EV infrastructure planning.
• Excellent written and verbal communication, including exec reporting.

Responsibilities

• Lead comprehensive preconstruction assessments including zoning, land use, title, survey, environmental, and geotechnical reviews.
• Interpret local codes and ordinances, develop entitlement strategies, secure approvals and variances.
• Serve as liaison with city planning, zoning, and building departments; represent company in meetings/public hearings.
• Oversee multiple active projects, managing schedules, budgets, and deliverables under tight deadlines.
• Align with Real Estate, Design, Construction, Operations to meet site requirements.
• Identify permitting risks and develop solutions for access, traffic, regulatory constraints.
• Create standardized processes and reporting tools for zoning and due diligence.
• Provide recommendations on site viability and long-term expansion planning.
• Evaluate site access and circulation, traffic patterns, ingress/egress feasibility.
• Manage third-party consultants, legal teams, and technical experts for timely delivery.
• Identify and communicate site-specific risks early with mitigation strategies.
• SOX control responsibilities may be part of this role where applicable.
