Job summary

Ecology Action in Southern California is seeking a Southern California Based Electric Vehicle Charging (EV-C) Program Manager to guide technical assistance programs that help multifamily and small business property owners install level 1, level 2 and DC fast EV chargers.

You will manage consultants and contractors, oversee contracts and budgets, coordinate with internal teams, report to funders, and develop scalable workflows to expand EV charging services as new funding becomes available.

Qualifications

  • Bachelor’s degree in business administration, Construction Management, Electrical Engineering, Environmental Studies; or equivalent.
  • A minimum of 5 years’ related experience.
  • A minimum of 2 years budgeting or contract management.
  • Experience developing and managing teams to deliver EVSE installation programs.
  • Experience with public agency and utility contract management and reporting.
  • Familiarity with CA electrical code, Cal-Green code, and permitting for EV charging.

About the Role

The EV-C Program Manager will directly manage consultants involved in EV planning and engineering, as well as contractors for work specific to the construction of EV chargers. They will be responsible for meeting performance deliverables for contract agreement implementation for Ecology Action’s EV Charging technical assistance programs, as well as program administration and performance, budgets and reporting for one or more technical assistance contracts.

What you'll be doing

Project Administration

Track ing , assess ing and manag ing performance against contract budget.

Manag ing budget adjustments internally and with funders.

Provid ing progress reports to funders.

Reviewing and approving Ecology Action invoices to funders in coordination with the accounting team .

Processing and approving vendor invoices in coordination with the accounting team.

Ensur ing compliance with grant and contract agreement terms and conditions.

Participat ing in internal quarterly budgeting, forecasting, and adjustments.

Track ing and assess ing performance against contract deliverables and lead on all funder contract requirements and data reporting.

Liais ing with Central Services (IT, accounting, HR, Business Analytics) and Marketing Teams for project support.

Develop ing technical assistance workflows and processes for integration into Client CRM systems in collaboration with EV Program Operations team.

Prepar ing agreements and contracts with subcontractors, consultants, vendors, and program participants. Manage all contracts to scope and budget.

Ensur ing that OSHA and Ecology Action safety protocols are followed during program implementation .

Maintain accurate and organized records of required documents.

Participat ing in team and staff meetings.

Client Management and Stakeholder Engagement

  • Serv ing as the primary point of contact (POC) for clients (funders) and contract manager s , ensuring strong relationships and alignment with client expectations.
  • Collaborat ing and coordinat ing with project partners to implement consensus-based approaches to program implementation.
  • Facilitat ing effective communication with stakeholders to achieve program goals and high-quality deliverables.
  • B uild ing a Trade Ally Partnership program and c oordinat ing with electrical contractors to bid on projects. The Trade Ally Program will provid e program resources to electrical contractors' education on industry trends, best practices, and current technologies.
  • Generat ing recommended strategies for increasing program impact and functionality. Respond to challenges in program delivery.
  • Build ing and leverage relationships with key partners and government agencies to position EA to receive additional funding.
  • Design ing and refining systems and processes to ensure program operational efficiency and scalability.
  • Lead ing on operationalizing new or expanded EV charging services as new funding sources are secured.

Project Implementation

Lead Generation and Customer Acquisition

  • Enhancing Ecology Action’s existing relationships within the market, specifically with decision makers, senior asset management executives, public agencies and community-based organizations in one or more specific regions of California.

Directly engaging multifamily properties, small businesses, non-profit organizations and public agencies to submit EV charging project applications.

Workingwith EV Charging program management and business development teams to innovate,identify, and engage new external sales channels and partnerships.

Buildingandmaintaininga pipeline of leads sufficient to achieve/exceed programobjectivesand equity goals.

Work closely with EA marketing team to develop customer acquisition campaigns and collateral.

Manag ing training, support and performance of community-based organizations and other channel partners with execution of marketing outreach campaigns.

Creat ing and manag ing systems to track, measure and evaluate marketing campaign and partner performance. Recommend and execute adjustments to approaches that maximize performance.

Report ing on outcomes of lead generation activities for funder reports.

What We're Looking For

  • A minimum of 5 years’ related experience and a bachelor’s degree in business administration, Construction Management, Electrical Engineering, Environmental Studies ; or an equivalent combination of education and experience may be qualifying.
  • A minimum of 2 years of experience developing and managing budgets or contracts .
  • Technical proficiency and experience in developing and managing teams to deliver EVSE installation programs, or other construction and electrical trade related retrofits in multi-family communities, and/or public and commercial properties.
  • Experience managing multiple contractors and construction projects with prevailing wage requirements.
  • Experience with project and program management fundamentals , ideally in the EVSE or clean energy sectors (work planning, scheduling, resourcing, budget management).
  • Experience with public agency and utility contract management and reporting.
  • Familiarity with CA electrical code, Cal-Green code, and permitting requirements for EV charging stations.
  • Experience managing client relationships and acting as a trusted advisor or Owner’s Representative.

Preferred Qualifications

  • Master of Business Administration (MBA) or Construction Management from an accredited institution of higher education
  • C-10 electrical contractors license or DIR certified electrician in the state of California.
  • Experience in the EV market transformation space, including accessing rebates for, and/or owning electric vehicles.
  • Experience living/working in low-income and under-resourced communities and/or low-income multifamily housing.
  • Familiarity or experience with public agencies and nonprofits working on sustainable transportation and transportation electrification policies and programs in California.
  • Experience with customer resource management tool systems deployment.
  • Experience working in a “start-up” environment
  • Training in Crucial Conversations, or related skills.
  • Interest and passion for transportation justice, including helping community members to access safe, healthy, reliable, and affordable transportation supporting access to jobs, education, culture, and recreation.
