Job summary

GCON LLC in Phoenix, AZ seeks an experienced Estimator for Public Works and JOC projects. You will develop scopes, pricing strategies, and proposals, even when documents are incomplete, and coordinate with clients and trade partners to ensure accurate pricing and successful proposals.

The role emphasizes detailed scoping, pricing development, and transition of awarded work to the project team, with a focus on relationship-building and delivering value on fast-paced projects.

Qualifications

  • Experience in estimating, construction management, public works, JOC, or related construction procurement methods.
  • Ability to interpret project needs from verbal direction, field conditions, limited drawings, and client requirements.
  • Strong understanding of construction, construction scopes, trade partner coordination, and proposal development.
  • Ability to review and level subcontractor quotes for completeness and accuracy.
  • Strong communication skills with clients, project managers, and trade partners.
  • Organized, detail-oriented, and capable of managing multiple opportunities at various stages of preconstruction.

Responsibilities

  • Attend client site walks for projects that may not have drawings or formal construction documents.
  • Receive and interpret verbal project and program requirements from clients.
  • Document existing conditions through photographs, field measurements, and notes.
  • Conceptualize construction needs based on client requirements and develop scoping documents, sketches, or narratives for trade partner pricing.
  • Distribute scope documents to trade partners and coordinate pricing efforts.
  • Answer questions from trade partners and facilitate the pricing process.
  • Collect, review, level, and vet trade partner quotes for scope completeness, accuracy, and comparison.
  • Enter pricing into bid templates based on the client’s selected procurement method.
  • Schedule and lead internal review meetings prior to proposal finalization.
  • Finalize proposals and submit them directly to clients or route them through the appropriate project managers.
  • Interface with clients before, during, and after proposal development to clarify scope, pricing, and project requirements.
  • Lead internal handoff meetings to bring project teams up to speed on project scope, pricing assumptions, and selected vendors.
  • Maintain the opportunity database by adding new projects and keeping pending opportunities current.
  • Review, understand, and track the requirements of various JOC contracts and prepare proposals in accordance with each contract’s specific requirements.
  • Maintain existing trade partner relationships and cultivate new ones.
  • Assist with historical pricing information and supporting data needed for proposal submissions.

We are seeking an experienced Estimator to join our growing Public Works team and play a key role in developing scopes, pricing strategies, and proposals for Job Order Contracting (JOC), public works, and smaller construction projects. This position is ideal for someone who thrives in a fast-paced environment, enjoys building relationships with clients and trade partners, and can confidently develop project scopes and pricing even when complete construction documents are not available. This role is responsible for developing accurate and complete project scopes, obtaining and leveling trade partner pricing, preparing proposals, and supporting the transition of awarded work to the project team. The ideal candidate is detail-oriented, comfortable working directly with clients and trade partners, and able to develop pricing strategies for projects with limited or incomplete construction documents.
