Job summary

Local Underground Utility Contractor is seeking an experienced Estimator / Project Manager to identify bid opportunities, prepare accurate estimates, develop proposals, and manage awarded projects from pre-construction through completion.

The role requires a strong understanding of underground utility construction, cost control, scheduling, project coordination, and client relations. Opportunities span the Baltimore metropolitan area and related infrastructure projects.

Qualifications

Responsibilities

• Review project plans, specs, contracts, and bid documents.
• Perform quantity takeoffs and develop detailed cost estimates for labor, equipment, materials, subcontractors, and expenses.
• Prepare and submit competitive bid proposals.
• Evaluate project risks, constructability concerns, and profitability.
• Identify and pursue profitable project opportunities.
• Attend pre-bid meetings and conduct site visits as required.
• Solicit and evaluate subcontractor and supplier quotations.
• Maintain accurate estimating records and historical cost data.
• Manage projects from award through closeout.
• Develop project budgets and schedules.
• Coordinate labor, equipment, materials, subcontractors, and field operations.
• Monitor project progress, productivity, and financial performance.
• Track project costs, job budgets, and expenses to maximize profitability.
• Prepare and manage project submittals, RFIs, change orders, and other project documentation.
• Maintain communication with owners, engineers, subcontractors, suppliers, and field personnel.
• Identify and resolve project issues to minimize delays and cost impacts.
• Conduct project turnover and closeout activities.

A growing, locally owned underground utility construction company is seeking an experienced Estimator / Project Manager to join our team. We perform utility infrastructure projects throughout the Baltimore metropolitan area and specialize in the installation and rehabilitation of duct banks, water mains, steam systems, sanitary sewers, storm drains, manholes, and related underground utility infrastructure.

The Estimator / Project Manager is responsible for identifying bid opportunities, preparing accurate project estimates, developing competitive proposals, managing awarded projects, and ensuring successful project execution from pre-construction through completion. This role requires a strong understanding of underground utility construction, cost control, scheduling, project coordination, and client relations.

Essential Duties and Responsibilities

Estimating & Business Development

• Review project plans, specifications, contracts, and bid documents.
• Perform quantity takeoffs and develop detailed cost estimates for labor, equipment, materials, subcontractors, and miscellaneous project expenses.
• Prepare and submit competitive bid proposals.
• Evaluate project risks, constructability concerns, and profitability.
• Identify and pursue profitable project opportunities.
• Attend pre-bid meetings and conduct site visits as required.
• Solicit and evaluate subcontractor and supplier quotations.
• Maintain accurate estimating records and historical cost data.

Project Management:

• Ensure all work is performed in compliance with company policies, OSHA regulations, and applicable federal, state, and local requirements.
• Promote a culture of safety throughout all phases of project execution.
• Support field personnel in maintaining safe and efficient jobsite operations.

Qualifications:

• Minimum 3-5 years of experience in heavy civil, underground utility, or infrastructure construction.
• Proven experience in both estimating and project management.
• Strong understanding of underground utility construction including:
  • Sanitary sewer systems
  • Utility structures and manholes
• Ability to read and interpret construction drawings, specifications, and contract documents.
• Experience preparing detailed project estimates and bid proposals.
• Strong knowledge of construction means and methods.
• Excellent organizational, analytical, and problem-solving skills.
• Strong communication and interpersonal abilities.
• Proficiency with Microsoft Office, including Excel and Outlook.
• Experience with estimating, scheduling, and project management software preferred.

Preferred Qualifications:

• Experience working on municipal, public works, and utility infrastructure projects.
• Knowledge of local utility standards and permitting requirements.
• Experience managing multiple projects simultaneously.
