Job summary
Quantum Sky Engineering LLC is seeking a Solutions Architect – Estimation & Commercial Strategy Specialist to lead BOE/LOE development, staffing plans, and commercial solution modeling across Federal pursuits. You will drive estimation methodologies and pricing strategies for labor-based, managed, subscription, and XaaS delivery models.
Reporting to the Estimation Practice Lead, you will embed with capture teams early in pursuits, maturing capabilities and implementing AI, automation, and data
Qualifications
- Bachelor's degree in Engineering, Computer Science, Business, Mathematics, Operations Research, or a related discipline; equivalent professional experience will be considered.
- 3+ years in a Solutions Architect or comparable technical leadership role supporting Federal proposals.
- Experience leading estimation and staffing development for complex Federal IT opportunities.
- Leadership experience developing staffing plans for Federal IT contracts.
- Experience leading BOE development within capture and proposal efforts using Shipley or similar methodology.
- Interest in applying AI, large language models, automation, data analytics to improve proposal development.
- Experience developing estimates for labor-based and commercially oriented delivery models, including XaaS.
- Strong understanding of Federal/DoD programs with analytical and communication skills.
Responsibilities
- Lead the development, review, and coordination of BOEs, LOEs, staffing models, and narratives for assigned captures.
- Serve as the BOE Lead in accordance with Shipley framework.
- Collaborate to mature estimation capabilities and standardize BOE methodologies.
- Identify and implement AI, ML, automation, and data analytics to improve BOE development and staffing estimates.
- Develop reusable estimation assets, AI-assisted workflows, and estimation playbooks.
- Develop approaches for labor-based, managed services, subscription, consumption-based, and XaaS models while ensuring compliance.
- Analyze solicitations to derive staffing requirements, assumptions, methodologies, and resource needs.
- Apply advanced estimation methodologies and engineering judgment to staffing plans.
- Partner with Pricing, Capture, Finance, Recruiting, Engineering, and SMEs to align costs and models.
- Document solutions, CONOPS, and support price-to-win activities.
