Job summary

Position Overview

This position is accountable for providing preliminary and final design cost estimates for all District 6 highway and bridge improvement projects. This position analyzes and approves or rejects agreed unit price requests for construction contracts after award.

Essential Functions
  • Provides cost estimating expertise to all district bureaus that require a cost foundation to establish their programs.
  • Provides final cost estimates on all Program Development, Operations, and State Let Local Roads projects, which are used as decision making criteria for acceptance or rejection of contractor bids.
  • Provides engineering methodology and cost factors to various design teams to determine cost effective designs for various components of a project.
  • Provides review and approval/rejection of agreed unit price requests received from contractors for highway construction contracts.
  • Provides all information necessary to obtain federal funding.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
Minimum Qualifications
  • Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois.
  • Four years of experience in civil engineering.
Preferred Qualifications
  • Knowledge of modern methods and construction techniques, including experience with measurement and payment of highway improvements.
  • Knowledge of the policies and procedures that govern the design of highway projects; and experience preparing plans and specifications for road and bridge projects.
  • Ability to perform difficult technical research and make comprehensive recommendations on engineering problems.
  • Working knowledge of Microsoft Excel as well as Estimating and Program Planning System software.
  • Strong oral and written communication skills.
Conditions of Employment
  • Valid driver’s license.
  • Overtime, occasional travel within the district, and some statewide travel which may include overnight stays.
  • Successful completion of a background screening.
