Compensation: $21.93 - $28.62 / hour

Description

The ERSEA (Eligibility, Recruitment, Selection, Enrollment and Attendance) Specialist is responsible for the complete and accurate collection, entry, reporting, and maintenance of data, records, and reports related to the application, eligibility, recruitment, selection, enrollment, and attendance of children and families of the program.

The ERSEA Specialist promotes the mission of ABCD Head Start & Children’s Services and communicates this mission to staff, families, and the community.

This position must comply with all federal, state, and local laws, regulations, standards, and policies, including those of ACF, EEC, IDEA, DESE, Massachusetts disability law, BFEN, and ABCD policies.

All personnel working with children are mandated by law to report suspected child abuse and neglect to DCF.

The responsibilities may support both Early Head Start and Head Start depending on individual assignment, with specific funding documented accordingly.

All communications are potentially sensitive and are subject to confidentiality policies.

Essential Duties
Recruitment and Selection (Up to 30%)
  • Participate in creating and implementing recruitment plans.
  • Plan and attend community recruitment events.
  • Maintain community agency connections and distribute program information.
  • Attend community events to recruit families.
  • Participate in selection and placement meetings.
  • Complete and follow up on intake referrals.
Enrollment and Eligibility (Up to 35%)
  • Communicate with potential families about eligibility.
  • Collect and verify documents related to eligibility.
  • Ensure accurate income calculation.
  • Manage application processing, including scheduling meetings, completing applications, and confirming eligibility within 2 business days.
  • Maintain active waitlist and communicate application status to families.
Attendance and Participation (Up to 5%)
  • Monitor and report monthly attendance, ensuring it stays above 85%.
  • Reconcile attendance reports and report discrepancies.
Utilize Information and Technical Systems (Up to 20%)
  • Provide reports to meet program requirements.
  • Maintain records and database systems.
  • Monitor enrollment data and produce regular reports.
Additional Responsibilities (Up to 10%)
  • Assist with administrative tasks.
  • Attend meetings and trainings.
  • Perform other duties as assigned.

Education & Experience

ERSEA Specialist I: High school diploma or equivalent, 21 credits towards a degree, and up to 12 months experience.

ERSEA Specialist II: AA/AS in Human Services or related field, and up to 12 months experience.

ERSEA Specialist III: BA/BS in Human Services or related field, and up to 12 months experience.
