Summary

Storm Water Services is seeking an Erosion Control Coordinator to help protect Charlotte’s waterways while supporting responsible growth in one of America’s fastest-growing metropolitan areas. The ideal candidate enjoys a combination of field and office work, solving technical problems, working collaboratively with a variety of stakeholders, exercising sound professional judgment, and balancing education with regulatory enforcement.

This position provides a unique opportunity to develop expertise in environmental compliance, construction practices, stormwater management, and land development while working on a wide variety of projects throughout Charlotte.

Salary

Salary: $31.83 - $35.36/hr. Commensurate with Experience

Major Duties And Responsibilities
  • Inspect active construction sites to evaluate compliance with the City’s Soil Erosion and Sedimentation Control Ordinance and the State of North Carolina’s General Permit for construction site stormwater discharges (NCG01).
  • Provide technical guidance to designers, consultants, contractors, developers, City staff, and the public regarding erosion and sedimentation control requirements and construction stormwater regulations.
  • Review and approve construction site stormwater pollution prevention plans (erosion & sedimentation control plans) for compliance with applicable regulations and minimum design standards.
  • Document inspections, plan reviews, enforcement activities, and project records using modern permitting and inspection technology, including Accela and mobile inspection software.
  • Interpret and apply ordinance requirements to a variety of construction site conditions while exercising sound professional judgment.
  • Inspect constructed permanent Stormwater Control Measures to verify compliance with approved plans and applicable standards.
  • Investigate complaints from the public and other City departments and document findings.
  • Schedule and conduct preconstruction meetings, document site visits, prepare regulatory correspondence, and assemble documentation supporting enforcement actions when necessary.
  • Participate in public outreach, professional training, and educational events to promote erosion control best practices and regulatory compliance.
  • Collaborate on projects, initiatives, and continuous improvement efforts that strengthen Charlotte Storm Water Services and enhance customer service.
  • Other related duties, as assigned.
Knowledge, Skills & Abilities
  • Knowledge of environmental science, erosion and sedimentation control practices, stormwater management principles, and land development permitting processes.
  • Proficiency with Microsoft Office Suite and the ability to learn and utilize electronic permitting, inspection, and records management software.
  • Strong organizational, analytical, and problem-solving skills.
  • Excellent verbal and written communication skills.
  • Ability to communicate effectively with technical and non-technical audiences, including engineers, contractors, developers, City staff, and members of the public.
  • Ability to establish and maintain productive working relationships with individuals from a wide variety of professional, technical, and educational backgrounds.

Preferred Qualifications
  • Bachelor of Science degree in Environmental Science, Geology, Civil Engineering, or related field.
  • Knowledge and experience with environmental science, stormwater management, engineering principles, land development permitting, and construction practices.
  • Experience with erosion and sedimentation control inspections, plan review, or construction stormwater compliance.
  • Public speaking experience.
Minimum Qualifications
  • Bachelor’s Degree in an environmental field and one (1) or more years of related experience, or equivalent
  • Ability to obtain accreditation as a Certified Professional in Erosion and Sediment Control (CPESC) within three years of hire date.
  • Ability to obtain SCM Inspection Certification within one year of hire date.

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
