Job Description
To operate a variety of equipment and vehicles used in construction, maintenance, and repair activities; performs a variety of semi-skilled tasks in the maintenance and operation of drainage utility infrastructure and public rights-of-way for the City of Killeen
SUPERVISION EXERCISED
Employee may be responsible for all duties and supervisory responsibilities in the absence of the Crew Leader.
Essential Duties
Core Competencies
Operates machinery of various sizes and weights in the loading, hauling, and unloading of equipment, materials, and supplies.
Operates heavy equipment, trucks, small engine equipment, and hand tools essential to drainage and rights-of-way maintenance.
Places and finishes concrete for minor construction and repair of drainage infrastructure.
Properly manages debris removed from drainage infrastructure and public rights-of-ways.
Conducts safety and maintenance checks on assigned equipment and machinery.
Performs preventative maintenance on all assigned equipment.
Performs preventive and minor repair to small and large equipment.
Performs all duties in conformance to appropriate safety and security standards.
Controls traffic at work sites by flagging to guide traffic through work areas, as required or assigned.
Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations; possesses and maintains a valid driver's license, if required, and comply with City of Killeen driving policy accordingly.
Performs other duties, as assigned.
Required Minimum Qualifications
Education and Experience:
- Graduation from high school or equivalent; preferred; and,
- One (1) year of experience involving the use of light to heavy equipment.
Knowledge, Skills And Abilities
- Ability to communicate effectively verbally and in writing;
- Ability to understand and follow oral or written instructions;
- Ability to observe proper safety precautions;
- Skill in operation of listed tools and equipment;
- Working knowledge of the hazards and safety precautions common to equipment operations;
- Working knowledge of the methods, materials, and tools used in drainage maintenance work;
- Considerable knowledge of construction machinery operating principles;
- Ability to perform heavy manual tasks under varying weather conditions;
- Ability to drive and operate a variety of equipment under varying conditions; and
- Maintains regular and punctual attendance.
Special Requirements
- Must have or acquire a valid State of Texas Class B Driver’s License within one year of date of hire.
- Must have or acquire within two (2) months of date of hire all basic level National Institute Management System (NIMS) certifications as required by the City.

Tools and Equipment Used
Various equipment used in drainage maintenance will include, but not necessarily limited to, hydraulic excavators, backhoe, skid steers, bucket loaders, dump truck, articulated trucks, air compressors, sprayers, tractors with hydraulic attachments, mowers, trimmers, jackhammers, pneumatic packers, concrete saws, machine floats, chain saws, pole saws, deck mowers, hand tools, safety equipment, personal computer including word processing and spreadsheet, calculator, , phones, mobile radio, motor vehicle, and water sampling & testing equipment as required.

The employee must frequently lift or move up to 50 pounds and occasionally lift or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
This position is a safety sensitive position.

The noise level in the work environment is usually loud.
