Annual salary: $99,952 (flat‑rated). The Department of Water and Power offers a salary range of $97,008 to $103,084 for comparable positions, with higher pay for special equipment, night work, or noisy or hazardous work environments.
An Equipment Operator operates track‑type tractors, motor graders, rollers, scrapers, backhoes, track and wheel loaders, compactors, excavators, hydro and rigid‑boom cranes, grinders, trommel screens, compost turners, profilers, pavers, and other construction and maintenance equipment. Operations include weed abatement, composting, construction, sidewalk repair, access ramp installation, streetscape installation, road construction, sewer and storm drain construction, and water and power infrastructure maintenance. Responsibilities include compaction of soil and debris, equipment repair and adjustment, lubrication, and crew assistance on job sites.

Applicants who lack the required experience may file for the examination; they will not be appointed until the full experience requirement is met. Promotional applicants must have a regular appointment or be on a reserve list. Vehicles, VWE forms, and training certificates must be attached at the time of filing. The examination consists of a qualifying multiple‑choice test (online) and a weighted performance test. The qualifying test evaluates judgment, decision making, interpersonal skills, safety focus, and equipment operation knowledge. The performance test evaluates equipment operation and safety focus. The final score is based solely on the performance test. A final average score of 70% on the performance test is required for placement on the eligible list. The selection process follows Civil Service Rule 4.2 and Procedure 1010(b).
