Under the direction of the Fleet Supervisor, the successful candidate will perform a wide range of maintenance and repair tasks on the City’s diverse fleet—including medium- and heavy-duty vehicles, specialized equipment, and public safety apparatus. They must be able to adapt to shifting priorities, manage multiple assignments, and maintain a high level of accuracy and safety in a fast-moving operational setting.

Equally important, the ideal candidate demonstrates strong customer service skills when interacting with internal departments and members of the public. They communicate clearly, build positive working relationships, and take pride in supporting the City’s mission through reliable, efficient fleet operations.

DEFINITION

Under direct (Equipment Mechanic I) to general (Equipment Mechanic II) supervision, inspects, maintains, repairs, and services vehicles and heavy and light road maintenance and construction equipment; operates a variety of hand, power, and shop tools; maintains records; prepares and maintains records of work performed, time and materials used in each project; and performs related duties, as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives direct (Equipment Mechanic I) to general (Equipment Mechanic II) supervision from the assigned supervisory or management staff. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS
Equipment Mechanic I

This is the entry-level classification in the Equipment Mechanic series. Initially under close supervision, incumbents with basic mechanical maintenance experience learn City infrastructure, systems, operations, practices, and procedures. As experience is gained, assignments become more varied and are performed with greater independence. Assignments may vary with the skill and training of the incumbent. Positions at this level usually perform most of the duties required of the positions at the II-level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods.

Equipment Mechanic II

This is the journey-level classification in the Equipment Mechanic series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Work is normally reviewed upon completion and for overall results. This class is distinguished from the Senior Equipment Mechanic in that the latter assigns, directs and reviews the work of mechanics and performs the most difficult troubleshooting and repair work.

Positions in the Equipment Mechanic class series are flexibly staffed and positions at the II-level are normally filled by advancement from the I-level after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class.

EXAMPLES OF TYPICAL JOB FUNCTIONS (Illustrative Only)

  • Inspects, diagnoses, and locates mechanical difficulties on City automobiles, trucks, busses, and a variety of diesel and gasoline powered maintenance and construction equipment.
  • Repairs and adjusts engines, transmissions, differentials, and clutches; tunes up engines; diagnoses fuel injection problems; replaces ignition parts; cleans and adjusts carburetors.
  • Replaces or repairs faulty parts including wheel bearings, clutches, oil seals, shock absorbers, exhaust systems, steering mechanisms, and related parts and equipment on City vehicles and off-road equipment.
  • Inspects, diagnoses, and locates mechanical difficulties on construction equipment, including tractors, rollers, graders, chippers, and backhoes.
  • Tests and repairs starters, distributors, relays, lights, switches, alternators, and generators; recharges or replaces batteries; diagnoses and makes minor repairs on heating and air conditioning systems and equipment.
  • Performs electric and oxy-acetylene welding in the fabricating and repair of equipment, structures, tools, and other related parts; designs, lays out, and fabricates equipment parts; rebuilds broken equipment and parts as necessary.
  • Ensures that all vehicles and equipment are in safe and operational condition; makes road emergency vehicle and equipment repairs to all City owned vehicles.
  • Develops and directs a regular inspection schedule of equipment and machinery; troubleshoots electrical and mechanical problems in vehicles and equipment.
  • Performs safety and preventive maintenance tasks on vehicles, equipment, and machinery.
  • Reads and interprets technical manuals and blueprints to facilitate installation, servicing, repair, and replacement services and activities.
  • Observes safe work methods and makes appropriate use of related safety equipment as required.
  • Conducts safety inspections and file all reports; provides over-due service notifications to vehicle users.
  • Orders and receives parts deliveries; completes records and stocks inventory.
  • Performs other related duties as assigned.

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equipment Mechanic I/II: Equivalent to completion of the twelfth (12th) grade.

Equipment Mechanic I: One (1) year of experience performing skilled mechanic work in the servicing and repair of automobiles and/or heavy equipment.

Equipment Mechanic II: Three (3) years of experience in the maintenance and repair of vehicles and heavy construction equipment at a level equivalent to the City’s class of Equipment Mechanic I.

LICENSES AND CERTIFICATIONS

Equipment Mechanic I/II:

  • May be required to complete National Incident Management System (NIMS) Training.
  • May be required to complete Hazardous Materials Training for proper handling, disposal and storage of hazardous materials.

Equipment Mechanic I:

  • Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment and obtain a Class A California driver’s license with appropriate endorsements within 120 days of date of hire.
  • Within six (6) months of appointment, obtain an Environmental Protection Agency (EPA) Section 609 Motor Vehicle Air Conditioning certification.
  • Automotive Service Excellence (ASE) Certificates in any of the following are desirable; Brakes, Manual Drive Trains & Axles, Automatic Transmission/Transaxle, Electrical/Electronic Systems, Suspension/Steering, Engine Repair; Heating and Air Conditioners, Engine Performance, Advanced Engine Performance.

Equipment Mechanic II:

  • Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment and obtain a Class A California driver’s license with appropriate endorsements within 120 days of date of hire.
  • Within six (6) months of appointment, obtain an Environmental Protection Agency (EPA) Section 609 Motor Vehicle Air Conditioning certification.
  • Within six (6) months of appointment, must possess three (3) Automotive Service Excellence (ASE) Certificates in any combination of the following: Brakes, Manual Drive Trains & Axles, Automatic Transmission/Transaxle, Electrical/Electronic Systems, Suspension/Steering, Engine Repair; Heating and Air Conditioning, Engine Performance, Advanced Engine Performance AND two (2) Medium/Heavy Duty Automotive Service Excellence (ASE) Certificates in Brakes (T4) and Preventive Maintenance & Inspection (T8).
PHYSICAL DEMANDS

Must possess mobility to work in and around a standard shop setting, to operate a motor vehicle and drive on surface streets; strength, stamina, and mobility to perform light to medium physical work, to work in confined spaces and around machines, to climb and descend ladders, and to operate varied hand and power tools, equipment, and machinery; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above‑mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 100 pounds, or heavier weights with the use of proper equipment.

ENVIRONMENTAL CONDITIONS

Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with members of the public or with staff under emotionally stressful conditions while interpreting and enforcing departmental policies and procedures.

DISASTER SERVICE WORKER

All City of Tracy employees are, by State and Federal law, Disaster Service Workers. The roles and responsibilities for Disaster Service Workers are authorized by the California Emergency Services Act and are defined in the California Labor Code. In the event of a declaration of emergency, any employee of the City may be assigned to perform activities which promote the protection of public health and safety or the preservation of lives and property. Such assignments may require service at locations, times, and under conditions that are significantly different than the normal work assignments and may continue into the recovery phase of the emergency. If a “Local Emergency” is declared during the employee’s shift, employees will be expected to remain at work to respond to the emergency needs of the community. If a “Local Emergency” is declared outside of the employee’s shift, employees must make every effort to contact their direct supervisor or department head to obtain reporting instructions as Disaster Service Workers.
