Job description

Environmental Technician II

We are seeking a qualified individual to work closely with the Environmental Division of the Directorate of Public Works at the Fort Bliss Army Installation in El Paso, TX to support the Environmental Compliance Branch. The individual selected could support any of the following programs: Spill Prevention Control and Countermeasures or Petroleum Storage Tanks Program support as outlined below.

The Fort Bliss Army Installation is an active training facility located in the extreme western part of the State of Texas adjacent to the city of El Paso and the south-central area of the State of New Mexico. The Installation occupies approximately 1.2 million acres covering two states and three counties. Our client, the Environmental Division of its Directorate of Public Works is responsible for the oversight of the installation's natural and cultural resources ensuring compliance with environmental policy, programs, and legislation, managing the Region Environmental Program in support of the Army's environmental strategy for pollution prevention, compliance, restoration, and conservation.

Compensation & Benefits:

Estimated Starting Salary Range for Environmental Technician II: $50,000 – $60,000

Pay commensurate with experience.

Environmental Technician II Responsibilities Include (any of the following will be required based on the specific program being supported):

INSPECTIONS

• Coordinate and conduct unsupervised compliance audits throughout the Fort Bliss Army Installation to determine conformity with local, state, and federal regulations.

• Ability to lift 50lbs for short intervals.

• Collect GIS vector data for environmental infrastructure.

• Inspection report writing that could include deficiency findings, photos where appropriate findings are present, citations, corrective actions, corrective action follow‑ups, and finalizing deficiency reports.

• Annually inspect facilities for petroleum, oil, and lubricants POL concerning oil containers, satellite accumulation points, aboveground storage tanks (AST), generators, mobile fuelers, fuel pods, etc.

TRAININGS

• Schedule, conduct, and document PST, SW, and SPCC training at approximately 199 facilities, followed by student testing.

• Schedule, conduct, and document trainings for the proper use, function and closing controls for oil water separators, grease traps, septic tanks, wash racks, and food establishments.

• Conduct SPCC training at facilities specific to the MS4, MSGP, and SPCC Plan. Administer tests after each training.

DATABASE MANAGEMENT

• Provide program support to compile, record, file and store all relevant program records and documents (electronic/hard copies) to demonstrate compliance with permits and regulations, and internal operational and institutional controls and administration for example but not all inclusive are water rights, location water wells and production rates, and sampling wells for monitoring groundwater, water quality analysis, long‑term and short‑term water quality testing, etc.

• Perform QA/QC for errors, compile, consolidate and enter data from program inspections and data received from regulated sources monthly on currently used database.

REGULATORY PLANS MANAGEMENT

• Incorporate updates to the SPCC Plan inventory by preparing and documenting all the revisions that need to be addressed in an amendment every 6 months.

• Compilation and research of CWA and SDWA.

RESEARCH/INVESTIGATIONS

• Conduct and review environmental reports, documents and reviews at regional and local regulatory agencies, Government and non‑Government agencies, regional libraries and archives, and other venues necessary to complete needed research.

SAMPLING/ANALYZE TESTING

• Sample, analyze, and monitor stormwater outfall sample sites for Fort Bliss, Texas. Sample monitoring parameters consist of Quarterly Visual Monitoring, Semiannual Benchmark Monitoring, and Annual Numeric Effluent Limitations Inland Waters Monitoring.

• Provide program support with water sampling to include storage and preservation, preparing shipping and handling of samples, data quality plan draft, and other of the installation's facilities as needed.

• Sampling, shipping, and handling of water samples.

Environmental Technician II Experience, Education, Skills, Abilities requested:

Must have a working knowledge of Steel Tank Institute S001.: The candidate shall also have a working knowledge of American Petroleum Institute 653 and National Fire

Protection Association 30 for all three courses pertaining to POL storage.

OSHA 40‑Hour HAZWOPER and maintain 8‑Hour refreshers.

Must maintain a Texas and New Mexico Class A and B Operator certification.

Must be capable of lifting more than 25 pounds or provide suitable equipment to lift or open 25‑lb metal lids

Have the physical stamina needed to climb ladders and steps above six feet, lift and use hand tools, and work in extreme desert conditions during the summer and winter months.

A degree in Environmental Science, Engineering or related field is preferred.
