Environmental Specialist

2 positions needed: Environmental Specialist Mid-level and Environmental Specialist Entry-level.

Cherokee Nation Businesses is seeking a professional environmental specialist to support Cherokee and the Hickam AFB Civil Engineering Squadron (647 CES) located on Joint Base Pearl Harbor-­Hickam. The 647 CES requires contract support to enable the transition of real property and environmental project management from the Navy to the Air Force. The employee will support Cherokee Nation Government Solutions’ client, the Hickam Civil Engineer Squadron’s mission of operating and maintaining AB facilities and infrastructure.

The Environmental Specialist will advise and assist on the development and implementation of environmental programs to ensure compliance with applicable regulations, conduct research, perform data analysis, contribute to environmental impact assessments, collaborate with cross-functional teams to identify and mitigate risks, monitor and evaluate compliance, prepare reports, and recommend improvements to enhance environmental performance.

Compensation & Benefits

Estimated starting salary up to $95,000. Pay commensurate with experience. Full‑time benefits include medical, dental, vision, 401(k) and other possible benefits as provided. Benefits are subject to change with or without notice.

Responsibilities
  • Assist in development of briefing materials related to the Air Force environmental programs.
  • Support data collection, analysis, briefing preparation, working sessions, meeting attendance, and coordination.
  • Analyze environmental and conservation regulatory issues, and legislative affairs that affect the programs.
  • Prepare policy and strategic guidance for evaluating and assessing installation, command, and headquarters environmental requirements.
  • Provide management support to coordinate efforts with other contractors, government agencies, and international entities.
  • Coordinate studies and actions supporting environmental quality and other solutions for environmental requirements on military bases.
  • Support compliance and conservation program document development, data review, status reporting, meeting support, briefing preparation, strategic environmental plans review and input, coordination of Environmental Quality Program, and strategic policy and legislative actions.
  • Assist with environmental quality strategic communications, including development of strategic environmental campaign plans and coordination of strategic policy and social media.
  • Assist with actions including reviewing pending legislation and its impacts, reviewing funding appropriated to activities, legislative inquiries/actions, and responses.
  • Coordinate office visits, prepare presentations, and provide responses to state agencies in support of all missions.
  • Perform other job‑related duties as required.
Qualifications

Mid‑Level: Bachelor's degree in environmental science, environmental engineering, biology, chemistry, or related natural science field from an accredited institution within the 50 U.S. states. Three years of DoW facility/infrastructure experience and five years of prior experience in environmental program management, or related experience is required.

Entry‑Level: Bachelor's degree in environmental science, environmental engineering, biology, chemistry, or related natural science field from an accredited institution within the 50 U.S. states. One year of DoW facility/infrastructure experience and three years of prior experience in Air Force real property at base level, or related experience is preferred.

  • Experience working in Hawaii is a plus.
  • Experience and understanding of the military real property management processes, database systems, and reports.
  • Familiarity with engineering and facility plans and documents.
  • Working knowledge of NexGen IT and/or BUILDER is preferred.
  • Excellent communication and computer skills; intermediate proficiency with MS Excel (filter, sort, pivot tables, conditional formatting, basic formulas) and familiar with MS Access.
  • Ability to work independently with minimal supervision.
  • Valid U.S. passport.
  • Requires a Common Access Card (CAC) or the ability to obtain one through a federal security investigation.
  • English language proficiency and/or fluency is mandatory.
  • Must pass pre‑employment qualifications of Cherokee Federal.
