Job Purpose and Objectives:
Responsible for bookkeeping and clerical duties, as well as coordinating environmental/planning and zoning activities with various state, regional, and local agencies.
Essential Functions:
- 1. Maintains program data systems, including activity reports and records, accounting, special information files, and correspondence
- 2. Routinely acts in implementing and monitoring environmental/planning and zoning programs and assists with field testing and review and performs site inspection
- 3. Coordinates and schedules program activities and develops public education programs
- 4. Maintains environmental supply inventory
- 5. Records monthly expenses and receipts, maintains records, and processes vouchers
- 6. Reconciles daily receipts and processes account billing
- 7. Collects samples, performs water analysis, prepares analysis reports, and maintains appropriate records as required
- 8. Conducts inspections and site evaluations for placement of septic systems, water wells, and property transfer evaluations
- 9. Holds annual meeting to update each of the regional counties and handles the logistics of the meeting
- 10. Maintains training records for each county participating in the regional HHW program
- 11. Sorts waste for final disposal from Ellis County HHW and the other counties
- 12. Assists with department information on website

- 15. Coordinates training with Solid Waste to ensure coverage in all areas
- 16. Enforces and maintains compliance with all federal, state, and local laws and ordinances

- 19. Operates all job-related equipment, machinery, tools, and other aids as required or needed

Requirements
Position Requirements:
- 1. High school diploma or other equivalent
- 2. Two years of clerical or bookkeeping experience preferred
Certifications / Licenses:
- 1. 24-Hour Household Hazardous Waste Certification required within six months of hire date
- 2. Valid Driver’s License
Skills/Knowledge/Abilities:
- 1. Knowledge of office policies and procedures, accounting, electronic data management
- 2. Knowledge of federal, state, and local laws and regulations
- 3. Ability to understand the principles and practices of environmental, HHW, zoning, and flood plain practice

This position works a 40-hour per week schedule. Monday-Thursday: 7:30am-5:30pm; Friday: 7:30am-11:30am
