West Virginia Department of Environmental Protection in Fairmont, WV is seeking an Environmental Resources Specialist 3 to lead and oversee reclamation construction activities, including grant-funded projects and BIL initiatives. The role requires guiding multidisciplinary teams, ensuring compliance with plans, and managing documentation and reporting.

Formación

  • Bachelor’s degree from an accredited college or university.
  • Four (4) years of full-time or equivalent paid professional experience in environmental resources or environmental protection.
  • Graduate coursework may substitute for the required experience at the rate of fifteen (15) semester hours per year of experience.

Responsabilidades

  • Oversee daily reclamation construction activities for grant-funded projects, ensure compliance with plans and contract requirements, review contractor documentation, monitor budgets, and prepare progress reports.
  • Manage BIL-funded reclamation projects from planning to construction completion, coordinate with multidisciplinary teams, oversee consultants, and serve as primary construction representative.
  • Develop and maintain AMLNET and construction management databases, support data management and reporting, and coordinate with technical staff to improve system functionality.
  • Evaluate reclamation practices and construction specifications, conduct field investigations, and provide technical support during project planning and construction.
  • Maintain inventory and evaluate performance of passive water treatment systems, recommending maintenance and improvements.
  • Coordinate development and implementation of Intergovernmental Transfer projects with local governments and partner agencies.
  • Develop and support training programs for inspectors and personnel, including procedures and requirements.

Assigned Counties: Barbour, Gilmer, Harrison, Lewis, Marion, Monongalia, Ohio, Pocahontas, Preston, Randolph, Taylor, Tucker, Upshur, Webster and Wetzel.

Duties And Responsibilities
  • Grant/Special Projects Inspect and oversee daily reclamation construction activities for grant-funded projects, ensuring compliance with plans, specifications, contract requirements, and applicable standards. Review contractor documentation, monitor project budgets and expenditures, approve payment requests, maintain audit records, and prepare required progress reports.
  • Bipartisan Infrastructure Law (BIL) Projects Manage BIL-funded reclamation projects from planning through construction completion. Coordinate with multidisciplinary project teams, oversee consultant inspectors and managers, administer consultant contracts during design, and serve as the primary construction representative throughout project execution.
  • Database and Information Management Develop, maintain, and enhance AMLNET and construction management databases. Coordinate with Computer Programming Specialists to improve system functionality, maintain project records, develop automated payment processes, and support construction data management and reporting.
  • Construction Standards and Technical Support Evaluate reclamation practices and construction specifications, conduct field investigations and historical research, monitor construction performance, recommend specification improvements, and provide technical support during project planning, design, and construction.
  • Passive Water Treatment Systems Maintain inventory and evaluate the performance of passive water treatment systems through field inspections, historical research, and water sampling. Recommend maintenance, repairs, and system improvements as needed.
  • Intergovernmental Transfer (IGT) Projects Coordinate the development and implementation of Intergovernmental Transfer (IGT) projects by collaborating with local governments, partner agencies, and program management to ensure successful project delivery.
  • Training and Program Development Develop, implement, and support training programs for WVAML&R construction inspectors and consultant personnel, including standardized procedures, inspection requirements, and ongoing professional development.
Notes
  • Regular attendance is an essential part of this position.

  • The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to being hired and annually thereafter.
  • All new employees that are involved with Specific DEP programs subject to the Surface Mining Control and Reclamation Act (SMRCA) of 1977 must file prior to final appointment and annually thereafter, a Statement of Employment and Financial Interest (OSM 23).
Minimum Qualifications

Training: Bachelor’s degree from an accredited college or university.

OR

Substitution: Additional full-time or equivalent part-time paid professional experience as described below may substitute for the required training at the rate of one (1) year of experience for every thirty (30) semester hours of training.

AND

Experience: Four (4) years of full-time or equivalent part-time paid professional experience in the acquisition, preservation, protection and enhancement of environmental resources, or in environmental protection, or in an agency specific area related to environmental impact.

OR

Substitution: Graduate coursework from an accredited college or university may substitute for the required experience at the rate of fifteen (15) semester hours of training for every one (1) year of experience.
