EXAMINATION IS ANNOUNCED TO ESTABLISH AN EMPLOYMENT LIST TO FILL ONE (1) CURRENT EAST JEFFERSON VACANCY IN THE DEPARTMENT OF ECOSYSTEMS AND COASTAL MANAGEMENT. This employment list will also be used for future EAST AND WEST Jefferson vacancies in various Departments as they occur. This is a highly responsible supervisory position that, under general supervision, oversees the debris management and landfilling operations programs, manages environmental pollution control laws/regulations for waste disposal, develops/updates programs and policies, and coordinates and provides technical support to interdepartmental personnel, contractors and industry representatives in the field of solid waste management and disposal. This position manages a major division of the Environmental Affairs department and provides oversight to division staff. Duties include specialized environmental inspection, field sampling, construction, and/or professional administrative/technical work necessary to provide oversight of the daily operations of the programs including assisting with the development of short and long range plans, drafting and monitoring contracts, preparing and administering the division's budget, receiving and handling complaints and service requests from the public. Performs related duties as required. This position is an essential, emergency duty status worker and may not be relieved of duty when the Parish President or their designee recommends a voluntary or mandatory evacuation of Jefferson Parish. Position requires driving of a Parish vehicle, thus possession of a valid driver’s license and acceptable driving record will be given preference.

For the current vacancy, the employee performs professional work involving the enforcement of environmental regulatory laws mainly in coastal environments by reviewing and enforcing coastal zone management laws/regulation and develops/updates local programs and policy. Plans, manages, coordinates, and implements the Coastal Management and Restoration Programs, ensuring Parish Coastal Use permit applications comply with local, state, and federal laws and regulations. Maintains knowledge of relevant professional service contracts and coastal wetlands restoration project inventory (both existing and proposed). Employee applies for and manages grants including but not limited to preparation of the quarterly Coastal Zone Management grant report to Louisiana Department of Conservation and Energy. Employee may be required to work weekends, nights, and holidays as duties require or as directed.

NOTE: Selective certification of eligibles with possession of a Class IV license from Louisiana Department of Health and Hospitals will be used in filling some vacancies. Current employment and permanent civil service status in the class of Environmental Quality Specialist plus one (1) year of professional, paid work experience involving the enforcement regulations in such program areas as industrial pretreatment, storm water management, and coastal zone management; OR Possession of a Bachelor's degree from an accredited college or university in Biology, Chemistry, Physics, Environmental Science, Environmental Engineering, Urban Planning, Geology, Geography, or a closely related degree, plus two (2) years of professional paid environmental regulatory work experience involving the enforcement of environmental regulations or the implementation of environmental programs.

SUBSTITUTION: Possession of a Master's Degree in one of the above areas may substitute for one (1) year of work experience as described above.

Related education, experience, and/or professional certification(s) above and beyond the minimum qualifications will be required for consideration of an entrance salary above the minimum rate.
