Job description

Environmental Programs Manager I

The Environmental Programs Manager I creates and manages environmental and resilience-building projects, supporting the Deputy City Manager for Resilience & Sustainability in developing and administering city environmental, resilience, and sustainability initiatives. This role is vital in environmental preservation and enhancing resilience to climate change impacts.

This position oversees various projects related to energy, stormwater, habitat, pollution, and other environmental areas, along with educational and outreach activities associated with the City of Annapolis's environmental programs. Excellent communication skills and the ability to engage with diverse stakeholders are essential. Responsibilities may include conducting research, developing presentations and outreach materials, preparing memoranda on environmental trends and legislation, grant writing, and representing the city before councils, boards, commissions, and community organizations.

Key Responsibilities
  1. Identify, develop, and manage programs to protect and restore environmental integrity, mitigate climate impacts, promote resilience and sustainability, improve energy efficiency, and enhance biodiversity.
  2. Develop and manage community education and outreach programs on stormwater, watershed restoration, zero waste, energy efficiency, pollution reduction, and legislative requirements.
  3. Deliver presentations to the public, City Council, boards, commissions, and organizations.
  4. Secure and manage grants supporting stormwater management, watershed restoration, zero waste, energy efficiency, pollution reduction, and resilience projects.
  5. Organize and execute public events such as Earth Day and informational campaigns.
  6. Collect and analyze data for permit compliance, environmental certifications, and complaint logging.
  7. Review projects and development plans to incorporate environmental and resiliency features.
  8. Maintain communication with nonprofits, community groups, and environmental stakeholders.
  9. Conduct research to inform legislation and program development.
  10. Identify grant opportunities and prepare grant applications.
  11. Perform additional duties as assigned.
Knowledge, Skills, and Abilities
  • Basic understanding of climate change, pollution reduction, clean energy, resilience solutions, habitat preservation, and stormwater science.
  • Knowledge of relevant federal, state, and local environmental regulations and ability to implement them.
  • Proficiency in Microsoft Office and other relevant software.
  • Strong interpersonal skills and ability to communicate technical concepts clearly to the public and non-technical audiences.
  • Strategic planning and problem-solving skills.
  • Excellent written and oral communication skills.
  • Creative event planning and public outreach capabilities.
  • Ability to work independently, manage multiple activities, and adapt to various environments.
  • Sound judgment and understanding of project schedules, plans, and specifications.
Minimum Qualifications

Bachelor’s degree in Natural or Earth Sciences, Climate Science, Sustainability, Natural Resource Management, Environmental Engineering, or related field, with at least one year of relevant experience; or a Master’s degree in a related field with one year of experience.

Special Qualifications

Valid driver’s license or ability to obtain one within 30 days; willingness to undergo substance screening as per regulations.

Preferred Qualifications
  • Experience with municipal government.
  • Experience with federal and state grant applications.
  • Experience in event planning and community outreach.
Physical and Mental Demands

The role is primarily sedentary but may involve walking, standing, bending, and light lifting. Requires good balance, tactile perception, dexterity, hearing, mental acuity, reaching, and repetitive motion capabilities.
