Tellus seeks an Experienced Environmental Planner or Regulatory Specialist to assist the USEPA and California State Water Resources Control Board (State Water Board) in managing regulatory response to open leaking underground storage tank (LUST) cases within California. This position will serve as a resource to lead the development and implementation of environmental program policies and procedures and assist the State Water Board's Division of Water Quality (DWQ) in facilitating UST program improvements. Responsibilities include preparing and interpreting rules and regulations, reviewing alternatives, preparing technical or programmatic reports, evaluating environmental impacts, and implementing public communication campaigns. The position is remote within California but may require occasional travel across the state.

Responsibilities include:

  1. Reviewing case histories of LUST sites to ensure consistency with the LTCP checklist.
  2. Producing case closure summaries for eligible cases, including military LUST sites.
  3. Identifying closure pathways for cases not meeting LTCP criteria.
  4. Conducting comprehensive reviews of cases for additional assessment.
  5. Preparing regulatory communications with responsible parties, including directive letters and notices of violation.
  6. Reviewing workplans and reports related to corrective actions at LUST sites.
  7. Developing case management strategies in coordination with management.
  8. Facilitating and attending stakeholder meetings to address program issues.
  9. Reviewing files to identify potentially responsible parties (PRPs).
  10. Outreaching to responsible parties to explain obligations and collaborate on funding and solutions.
  11. Coordinating with the Office of Enforcement on recalcitrant cases.
  12. Ensuring case records in GeoTracker are complete and up-to-date.
  13. Requesting file reviews and scanning relevant documents.
  14. Compiling tracking spreadsheets and drafting outreach materials.
  15. Developing progress reports and updating on program accomplishments.

Minimum requirements:

  • Bachelor's degree in environmental/civil engineering, chemistry, geology, biology, environmental science, or related field; Master's preferred.
  • Ability to develop strategies, coordinate with personnel, and determine the need for environmental studies.
  • At least 10 years of relevant work experience.
  • Ability to build productive relationships with agencies.
  • Excellent communication skills, both verbal and written.
  • Self-starter with initiative.
  • Strong MS Office skills.

Additional preferred skills:

  • Experience with UST cleanup in California.
  • Ability to work efficiently in a fast-paced environment, managing multiple deadlines.
  • Detail-oriented and organized.
  • Strong verbal communication and professionalism.
  • Advanced skills in MS Excel, computer, and internet research.

Physical demands:

  • Occasional walking, sitting, handling objects, reaching, balancing, stooping, talking, and hearing.
  • Ability to lift/move up to 25 pounds.
  • Work environment includes office and fieldwork, with required protective equipment during field activities.
