An established industry player is seeking an Environmental Planner/Project Manager to lead impactful water infrastructure projects. Rincon Consultants, Inc. is seeking an Environmental Planner/Project Manager in the Water Resources Sector with experience in CEQA/NEPA for water infrastructure projects. This role will oversee research, impact analysis, report preparation, client coordination, and business development. Projects focus on water resources, including potable water, wastewater, recycled water, desalinated water, groundwater, stormwater infrastructure, water supply, and water rights. Clients include water/wastewater agencies, districts, public works departments, and engineering firms. We seek enthusiastic, entrepreneurial, and motivated individuals to grow Rincon’s Water Team across California.
While offering flexible work arrangements, our current preference is for candidates residing within 50 miles of a Rincon office, which includes: Carlsbad, Fresno, Los Angeles, Monterey, Oakland, Palm Springs, Riverside, Sacramento, San Luis Obispo, San Diego, San Jose, Santa Barbara, and Ventura. Although this position is listed for Los Angeles, it is available at any of these locations.
Write and manage CEQA/NEPA documents for water infrastructure projects.
Prepare and oversee environmental constraints analyses.
Manage and advise clients on CEQA/NEPA process, ensuring compliance with regulations and guidance.
Maintain clear communication with clients, subconsultants, and teams.
Provide technical oversight and coordinate fieldwork, research, and impact analyses.
Oversee subcontractors and technical teams, ensuring quality control, budget management, and schedule adherence.
Build and maintain business relationships, identify leads, and prepare proposals.
Demonstrate expertise in CEQA/NEPA, instilling confidence in clients and peers.
Train and mentor staff in CEQA/NEPA and environmental disciplines.
BA/BS in environmental science, urban planning, or related; advanced degree preferred.
Minimum of 5 years’ experience in California; consulting experience preferred.
Experience preparing CEQA/NEPA documents for water projects.
Experience working with water agencies, public works, and engineering firms.
Solid understanding of CEQA/NEPA and related regulations.
Project management experience from design to mitigation.
Strong writing and communication skills.
Detail-oriented and resourceful with good time management.
Excellent interpersonal skills.
Experience managing schedules and budgets.
Proficiency in Microsoft Office.
