Responsibilities

• Conduct environmental analyses and prepare documentation to support project delivery and compliance
• Coordinate environmental reviews, permitting, and agency consultations with federal, state, and local authorities
• Collect and evaluate project-related information through research, site investigations, and land use analyses
• Prepare environmental documents under HEPA and NEPA
• Develop and review studies, permit applications, and planning reports
• Coordinate with agencies and technical specialists for Section 106 and Endangered Species Act consultations
• Support public meetings, community outreach, and hearings
• Assist clients with permit strategy, coordination, acquisition, and compliance
• Perform GIS-based analyses and environmental constraint assessments
• Perform other duties as assigned

In the role of Environmental Planner II, we’ll count on you to:

• Conduct environmental analyses and prepare environmental documentation, permit applications, and regulatory submittals to support project delivery and compliance.
• Coordinate environmental reviews, permitting efforts, and agency consultations to satisfy federal, state, and local regulatory requirements.
• Collect and evaluate project-related information through research, agency and stakeholder coordination, map reviews, site investigations, and land use analyses.
• Prepare environmental documents in accordance with the Hawaiʻi Environmental Policy Act (HEPA) and National Environmental Policy Act (NEPA).
• Prepare and review technical studies, permit applications, environmental documents, and related planning reports.
• Coordinate with resource agencies and technical specialists to support consultations under Section 106 of the National Historic Preservation Act, Section 7 of the Endangered Species Act, Hawaiʻi Revised Statutes Chapter 6E, and other applicable regulations.
• Support the planning and facilitation of public meetings, community outreach efforts, and public hearings.
• Assist public and private sector clients with permit strategy, coordination, acquisition, and compliance.
• Conduct data collection, GIS‑based analyses, and environmental constraints assessments.
• Perform other duties as assigned.

Required Qualifications

• Bachelor's degree in Environmental Science, Planning, Geography, Public Administration, Engineering, or closely related field
• A minimum of 5 years environmental experience
• Proficiency with MS Office Suite
• Excellent written and verbal communication skills, with the ability to synthesize and present technical information clearly.
• Demonstrated ability to analyze complex information and prepare clear, concise technical documents.
• Strong conceptual, organizational, problem‑solving and research abilities
• Working understanding of local planning frameworks, regulatory requirements, and project entitlement process and procedures.
• Familiarity with NEPA, HEPA, and associated resource consultations
• Proven effectiveness at managing and prioritizing competing assignments, maintaining schedules, meeting client expectations, and working collaboratively in a team environment.
