Environmental Permitting Project Manager – FERC/Pipelines

At Jacobs, we’re focused on advancing our clients’ environmental stewardship, energy infrastructure modernization, and regulatory compliance. We are seeking an Environmental Permitting Project Manager to support and deliver environmental permitting for FERC-regulated infrastructure projects, including natural gas pipeline and related facilities. The ideal candidate will be based in Houston, TX, though other U.S. locations may be considered.

In this role, you will coordinate project teams and contribute to environmental studies and regulatory filings from early project planning through construction. You will manage defined project scopes and workstreams, prepare and review technical deliverables, and coordinate with clients, agencies, and internal specialists. You’ll work with senior project and client leaders on broader strategy and account growth, while building your project management and FERC expertise.

Your Impact
  • Manage and deliver assigned environmental permitting tasks for FERC-regulated natural gas projects, including supporting Section 7(b) and 7(c) applications, prior notice and blanket authorization filings, and environmental assessments or impact statements.
  • Coordinate one or more project scopes or workstreams, tracking deliverables, schedule, budget, quality, and risks; raise issues early and work with the project manager to resolve them.
  • Support development of permitting approaches and coordinate with federal, state, and local agencies, including USACE, USFWS, and state wildlife agencies.
  • Apply working knowledge of NEPA, ESA, CWA, and related environmental requirements to project planning and documentation.
  • Support front-end engineering and design (FEED) studies for pipeline infrastructure by coordinating environmental inputs and identifying permitting considerations.
  • Track scope, schedule, budget, and QA/QC for assigned work; contribute to forecasts, change management, and project reporting.
  • Prepare, coordinate, and review NEPA documentation and supporting technical studies for energy infrastructure projects.
  • Participate in client meetings, public meetings, and regulatory consultations; prepare materials, document follow-up items, and support senior staff leading discussions.
  • Support proposal development and opportunity planning as needed, including preparing technical content, schedules, and level-of-effort inputs.
  • Share technical knowledge with junior staff and help coordinate day-to-day work within project teams.
  • Contribute technical content to presentations, reports, and knowledge-sharing materials as opportunities arise.
  • Promote a culture of safety, integrity, collaboration, and quality across project activities.
Here’s what you’ll need
  • Bachelor’s degree in Environmental Science, Planning, Biology, or related field.
  • Approximately 8 years of relevant experience in environmental permitting or compliance, including experience supporting FERC-regulated natural gas projects. Equivalent combinations of education and experience will be considered.
  • Demonstrated experience contributing to NEPA documentation, environmental studies, agency coordination, or FERC Section 7(b) and 7(c) filings.
  • Experience coordinating project deliverables and tracking scope, schedule, budget, and quality for assigned work.
  • Valid driver’s license with a clean driving record.
  • Strong technical writing, environmental analysis, and document coordination skills, including experience preparing environmental reports, permit applications, or supporting technical studies.
  • Working knowledge of FERC processes under the Natural Gas Act and NEPA compliance for natural gas infrastructure.
  • Ability to coordinate multidisciplinary project teams and manage defined scopes, schedules, budgets, and deliverables.
  • Clear written and verbal communication skills, with the ability to coordinate effectively with clients, agencies, and technical specialists.
  • Organized, solutions-oriented approach; able to identify potential permitting or delivery issues and bring them forward promptly.
  • Proficiency in Microsoft Office Suite and project management tools.
  • Ability to work independently on assigned tasks and collaboratively in a fast-paced, matrixed organization.
  • Interest in continued professional development and staying current with relevant regulatory requirements and industry practices.
Ideally, you’ll also have:
  • Graduate degree in Environmental Planning, Natural Resources, or related discipline.
  • Professional certifications (e.g., PMP, CEP).
  • Experience with energy transition projects (e.g., hydrogen, CCUS, renewables).
  • Experience working within the environmental sector of an EPC firm.
  • Experience coordinating with regulatory agencies such as USACE, USFWS, state agencies, or FERC.
  • Familiarity with FERC regulatory requirements for hydroelectric facilities.
  • Experience supporting clients in the upstream, midstream, or downstream energy sectors.

The base salary range for this position is $138,000.00 to $191,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
