Environmental Permitting Engineer

Join the ECI Group's Professional Technical Services Network as a Environmental Permitting Engineer. This is a Deer Park, TX based contract role with an anticipated 24‑month duration, estimated to start on May 21, 2026. Note: You must be a U.S. Citizen or Permanent U.S. Resident to qualify for this position. Only candidates with the ability to work on a 1099 contract vehicle will be considered.

About the Role

This position provides regulatory expertise, coaching, and hands‑on support to drive environmental compliance. It delivers regulatory and company environmental training and applies requirements across multiple process units. It educates and partners with plant personnel, community members, and regulators to create and implement innovative solutions to achieve extraordinary environmental performance.

Reports to: Site Environmental Manager
Supervises: None

Job Dimensions

The position has site‑wide programmatic scope and influences Shell personnel, contractors, and incident investigation teams. There are no direct reports. The Environmental Permitting Engineer provides air permitting support to Shell Chemicals. This role is a champion for change management across the site and actively engages all levels of the workforce across Operations, Maintenance, and Projects teams to enable continuous improvement.

Accountabilities
  • Supports the Environmental Engineers by coordinating air permit programs at Shell Deer Park Chemicals, including new source review (NSR) and Title V programs.
  • Provides oversight to all site management of change (MOC) activities requiring environmental engagement.
  • Coordinates project environmental support by acting as main contact for the Projects organization.
  • Prepares permit applications and assists Environmental Engineers with environmental NSR permits and obtaining authorizations for projects, including both Head Office major projects and local projects, ensuring timely receipt.
  • Obtains or renews operating permits (CAA, NPDES, PSD, NSR, Title V) and ensures applications are submitted on time.
  • Provides air regulatory support for projects, such as NSPS, MACT, BACT, or state air regulatory standards, directly or through other staff specialists.
  • Coordinates regulatory support for project issues in other media such as waste, water, or groundwater through other staff specialists.
  • Provides an environmental MOC assessment, using SAI360 and OpsInfo Emissions Database as needed.
  • Serves as a technical consultant for Texas and federal air NSR permitting and Title V for SDPC and associated businesses.
  • Stays abreast of new regulatory and local air issues, participates in regulatory development to influence outcomes, and develops strategies to maximize benefits.
  • Manages preparation of Title V permit revisions.
  • Provides site awareness education for air permitting issues.
Experience, Knowledge, and Education
  • BS in Engineering or Sciences.
  • Extensive experience in environmental within a petrochemical manufacturing facility – required.
  • Experience with interfacing with EMIS (Environmental Management Information Systems).
  • Experience directly interfacing with state or federal regulatory agencies.
  • Proficient in air regulations (bonus for RCRA and TPDES regulations).
  • Certifications: None specified.
  • Excellent verbal and written communication skills and ability to work independently and collaboratively.
  • Good interpersonal skills and high degree of work organization.
  • Proven capability to learn and understand complex requirements.
  • Must have excellent verbal and written skills in English.
