Job summary

Vector Talent Solutions seeks an Environmental Inspector to support a workforce housing expansion project on active construction sites, primarily in Haskell, Texas. The role involves field inspections, sampling, and ensuring permit compliance under the Environmental Manager's supervision.

Candidates should have strong knowledge of stormwater programs, documentation, and ability to coordinate corrective actions.

Qualifications

• At least 5 years of environmental field inspection experience on active construction or industrial sites in Texas, including at least 2 years of TPDES/NPDES construction stormwater inspection experience.
• CESSWI or CPESC certification, or the ability to obtain CESSWI within 30 days of starting.
• OSHA 30 Construction and 40-hour HAZWOPER training with a current 8-hour refresher.
• Working knowledge of TCEQ construction stormwater requirements, SWP3 practices, EPCRA/Tier II reporting, and hazardous materials handling.
• Experience collecting samples under chain of custody, calibrating field instruments, and preparing complete field documentation.

Responsibilities

• Perform TPDES construction stormwater inspections at required intervals and after qualifying rain events; maintain SWP3 records and logs.
• Inspect erosion and sediment controls, discharge points, dewatering activities, washouts, and storage areas.
• Document field conditions with inspection reports, photo logs, GPS-referenced records, and follow-up verifications.
• Collect stormwater, effluent, soil, and groundwater samples; maintain chain of custody and track lab results.
• Monitor installations for compliance and promptly flag deviations from permits or drawings.
• Respond to spills and releases; assist with containment, notifications, and incident reporting.
• Maintain comprehensive compliance records, including permits, inspection status, waste manifests, and reporting.
• Prepare field packages for review, including reports, data, photos, GPS locations, and narratives.
• Conduct pre-construction and post-construction environmental checks to ensure site readiness and closeout.

We are currently seeking an Environmental Inspector for a client in the construction industry. This is a full-time contract opportunity based in Haskell, Texas, with an anticipated start in October 2026.

The Environmental Inspector will perform field inspections, environmental sampling, and compliance documentation across active construction sites, beginning with a workforce housing expansion project. Working under the direction of the Environmental Manager, this role will help maintain permit compliance, coordinate corrective actions, and produce complete field records for management and engineering review.

Key Responsibilities

• Perform TPDES construction stormwater inspections at required intervals and after qualifying rain events; maintain SWP3 records, rain gauge logs, and corrective-action logs.
• Inspect erosion and sediment controls, discharge points, dewatering activities, concrete washouts, fuel and chemical storage, waste areas, and spill-response equipment.
• Document field conditions and deficiencies through inspection reports, photo logs, GPS-referenced records, and follow-up verification of corrective actions.
• Collect stormwater, effluent, potable water, soil, and groundwater samples in accordance with sampling plans; maintain chain of custody, calibrate field instruments, and track laboratory results.
• Observe wastewater, potable water, and utility installations for environmental compliance and promptly flag deviations from permits or approved drawings.
• Respond to spills, releases, and unauthorized discharges; support containment, documentation, notifications, and incident reporting.
• Maintain compliance records, including permits, inspection status, waste manifests, stormwater documentation, and information needed for client and regulatory reporting.
• Prepare complete, timely field packages—including inspection reports, sampling data, calibration logs, photos, GPS locations, and draft narratives—for Environmental Manager or engineer-of-record review.
• Conduct pre-construction environmental walk-downs and post-construction stabilization checks to support site readiness and stormwater closeout.
• Support soil and groundwater screening, GPS/GIS mapping, and environmental site assessments as directed.
• Inspect fuel tanks, chemical storage, secondary containment, and transfer areas under the site’s Spill Prevention, Control, and Countermeasure (SPCC) plan.
• Monitor waste accumulation areas and documentation, and support air, dust, noise, and industrial hygiene monitoring as directed.
• Attend contractor coordination meetings and assist with environmental training and toolbox talks.

Qualifications

• Bachelor's degree in environmental science, engineering technology, or a related field; equivalent field experience may be considered.
• Valid driver's license and ability to meet applicable background check, driving record, drug screening, and site-access requirements.

Preferred Qualifications

• TCEQ Water or Wastewater Operator license or Backflow Prevention Assembly Tester certification.
• Industrial hygiene technician experience or FAA Part 107 certification for drone photography.
• Experience supporting workforce housing, temporary facilities, or large construction programs with formal compliance reporting.

This position is primarily based on active construction sites in Haskell, Texas, and requires walking outdoor work areas in varying weather conditions. The role is full-time, with site schedules that may include extended workweeks, occasional weekend coverage, and inspections within 24 hours of qualifying rain events. The Inspector prepares field records for review but does not seal, certify, or sign compliance submittals.
