Job summary

Stafford County seeks a management-level environmental enforcement leader to oversee the Erosion and Sediment Control and Stormwater programs within the Development Services Department. You will supervise inspectors, plan and organize enforcement activities, and report to the Environmental Programs Administrator.

The role requires deep regulatory knowledge, strong leadership, excellent communication skills, and the ability to manage complex projects with interdepartmental coordination.

Qualifications

• Bachelor’s degree in environmental science, engineering or related field with at least five years of progressively responsible experience.
• One year supervisory experience preferred.
• Dual Combined Administrator certification or ability to obtain within one year.
• Valid driver's license in Virginia.

Responsibilities

• Supervises inspectors responsible for site grading and stormwater construction inspections.
• Manages program implementation, interdepartmental coordination, and personnel management.
• Provides technical guidance and leadership for inspection and enforcement activities.
• Conducts pre-construction conferences; reviews logs; performs final inspections and post-construction reviews.
• Issues inspection reports, notices to comply and stop work orders when appropriate.
• Maintains electronic records and prepares reports and scheduling analyses.
• Testifies in Court on code violations as needed.
• Reviews plans, estimates and standards for building and site projects.
• Gives input on drainage concepts and responds to public inquiries.
