Job summary

Arizona Department of Transportation is seeking an Environmental Engineering Specialist to oversee the Northcentral District environmental compliance program, coordinating environmental clearances for construction, maintenance, permits and related activities. The role works under a licensed engineer and may drive state vehicles as part of state business.

The incumbent will lead environmental training, ensure SWPPP and other environmental requirements are met, and serve as the district subject

Job Summary

Responsible for oversight of the Northcentral District environmental compliance program including the monitoring of transportation projects that must conform to air; water; hazardous waste; natural resources; wildlife and other environmental regulations. Prepare and submit maintenance work orders for environmental reviews and clearance. This position works under the supervision of a registered professional engineer. This position has the authority to make decisions within program guidelines and engineering standards/specifications. Coordinates environmental clearances on all construction, maintenance, encroachment permits, and facilities related activities within the District. May be required to operate state vehicles in the course of state business.

Job Duties

Facilitate and track Facility Pollution Prevention Plans for each maintenance yard in the District. Ensure quarterly inspections are performed at each of the 13 maintenance yards. Perform quarterly reviews of each yard to verify compliance to the FPPPs. If environmental issues are noted, recommend mitigation measures and follow through on implementation. Facilitate and monitor the SWPPP requirements on each construction project. Perform routine inspections on active construction projects for SWPPP compliance. Ensure the SWPPP responsibilities are transferred to the appropriate maintenance unit after construction.Coordinate with Roadside Development for final stabilization. Monitor compliance with the SWPPP until the not submitted.

Be a central point of contact for the NC District for environmental topics on construction/maintenance projects, operations, and permit applications. Facilitate ADOT's environmental processes within these areas. Serves as the District subject matter expert for clarification and interpretation of a variety of environmental requirements. Attend project development and construction meetings. Assist NC District Maintenance staff with Maintenance Work Order submission to EPG. Make recommendations as needed and track progress on the MWOs monthly. Oversee all environmental commitments and mitigations on construction projects in the District (biological, archeological, water quality, etc). Conduct inspections as needed for environmental compliance.

Coordinate and teach environmental training classes for ADOT training requirements. Assists with winter weather emergencies or other emergencies as assigned, including working dispatch to communicate roadway conditions and incidents to appropriate departments; or assisting in road block/traffic control during inclement weather or emergency conditions. Coordinate with other agencies as needed to gain mutual agreement on environmental requirements and compliance (including, but not limited to, BLM, USFS, ADEQ, USEPA, and others).

  • Effectively plan, organize and perform complex analytical environmental research involving multi-professional disciplines and processes.
  • Evaluate environmental site assessments, field evaluations and others special studies and documentation.
  • Become knowledgeable and apply all environmental compliance requirement to ADOT.
  • Problem solve-Ability to interact at various organizational levels.

Valid Drivers License - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
