Job summary

The Arizona Department of Transportation is seeking a Transportation Engineering Specialist in Flagstaff to oversee inspection staff, review plans, ensure compliance with ADOT standards, and coordinate contractors and submittals on highway construction projects. Job Summary:

Performs a variety of engineering related duties; monitors and evaluates contract compliance in regard to ADOT Standard specifications, standard drawings, project specific special provisions & plans, as well as Federal Highway Administration's, Arizona Department of Environmental Quality & U.S. Department of Labor Regulations & laws. Schedules, assigns, & reviews work of lower level inspection personnel. Assists the RE in the review of construction submittals and documentation; scheduling, monitoring and mentoring inspection staff; & primary contact for contractors, consultants & ADOT employees on construction projects. Ensuring inspectors accurately document work detailed in the plans & specifications. Ensures accurate and timely payments for monthly estimates, creates supplemental agreements, runs meetings, assists with winter events including; front desk & road block/traffic control.

Job Duties:
  • Performs a variety of engineering related duties including directing, coordinating and monitoring work activities as assigned. Plans and directs work activities of other team members. Use a state vehicle in the course of job duties.
  • Review plans, standards, policies. Ensure compliance with ADOT standard specifications, standard drawings and project specific special provision and plans, as well as applicable Federal laws, rules and policies and Arizona Department of Environmental Quality requirements.
  • Confirms and verifies all quantities and measurements related to work activities assigned. Prepares and approves documentation related to work activities for monthly estimates.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Extensive knowledge in methods, procedures, and techniques used in highway construction project inspections, surveys, materials testing and documentation.
  • Work management. Analyzing and evaluating a wide variety of technical engineering data, Federal and State statutes, agency standards, policies, and procedures applicable to the area of assignment.
  • Advance mathematics.
  • Principles and practices of civil engineering as they apply to highway maintenance and construction

Skills in:

  • Analyzing and evaluating a wide variety of engineering data.
  • Decision making, organizing and prioritizing work assignments.
  • Oral and written communications.
  • Time management and interpersonal relations as applied to contacts with contractors, representatives of other governmental agencies and other agency employees.

  • Plan, organize and coordinate the full spectrum of work activities.

  • Exercises independent judgment within agency standards/guidelines.
  • Operate a computer & software utilization in all aspects related to construction plans and specifications
  • Analyze & evaluate roadway & supporting features as they relate to highway construction; organize & prioritize work assignments, analysis & evaluation of program goals, cost & budget data, material construction standards & specifications.
  • Interpret a variety of technical engineering and technical documents.
Selective Preference(s):

Experience in the inspection and administration of highway construction projects, hot mix and concrete plants, performing administrative or advance engineering and construction records maintenance or related duties; or a Bachelor's degree in Engineering Technology or closely related profession may be substituted for the required experience.

Pre-Employment Requirements:
  • Valid Class D Drivers License
  • ATTI Field Technician Level 1 Certification (Obtained within 12 months of hire date)
  • ACI Concrete Field Technician Grade 1 Certification (Obtained within 12 months of hire date)
  • AGC Erosion Control Coordinator Certification (Obtained within 12 months of hire date)
  • ATSSA Traffic Control Supervisor Certification (Obtained within 12 months of hire date)

Valid Drivers License - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
