Responsibilities

  • Conduct stormwater compliance for IGP/CGP/CII permits and municipal NPDES permits.
  • Perform site inspections, audits, monitoring, sampling and wet-weather activities.
  • Prepare SWPPPs, WPCPs, ERAPs, MIPs, SAPs, QAPPs and regulatory reports.
  • Evaluate data and develop practical compliance strategies and corrective actions.
  • Support design and implementation of stormwater BMPs and treatment controls.
  • Assist clients with permit interpretation, compliance implementation and agency coordination.
  • Contribute to planning, budgeting, proposals and business development.
  • Collaborate with project managers, technical staff and clients to deliver projects.

NV5 is seeking a motivated Environmental Engineer/Scientist - Stormwater Compliance & Water Resources to join our growing Water Resources practice in Torrance, California. This position offers a unique opportunity to work alongside industry-leading stormwater professionals supporting a diverse portfolio of industrial, commercial, municipal, institutional, and construction clients throughout Southern California.

The successful candidate will apply technical expertise, regulatory knowledge, and innovative problem-solving skills to help clients navigate complex environmental requirements, minimize compliance risks, and achieve sustainable water quality objectives. Responsibilities will include supporting compliance programs associated with California's Industrial General Permit (IGP), Construction General Permit (CGP), Commercial, Industrial and Institutional (CII) Permit, municipal NPDES permits, and related regulatory programs.

Working under the guidance of experienced technical leaders and Senior Program Managers, this role offers exposure to a wide range of challenging projects involving industrial facilities, municipalities, ports, airports, universities, developers, and public agencies. Responsibilities

The ideal candidate will have experience supporting stormwater compliance programs and water quality initiatives within California's regulatory framework. Candidates with expertise in the Industrial General Permit (IGP), Construction General Permit (CGP), Municipal Separate Storm Sewer System (MS4) permits, or other NPDES programs are strongly encouraged to apply. Experience in BMP design, watershed studies, TMDL implementation, hydrologic or water quality modeling, GIS analysis, environmental data management, feasibility studies, or other specialized technical services is highly desirable.

Key Tasks:

  • Conduct stormwater compliance services associated with California Industrial General Permit (IGP), Construction General Permit (CGP), Commercial, Industrial and Institutional (CII) permits, municipal NPDES permits, and related water quality regulatory programs.
  • Perform site inspections, compliance audits, stormwater monitoring, sampling events, and wet-weather monitoring activities.
  • Prepare technical documents including Stormwater Pollution Prevention Plans (SWPPPs), Water Pollution Control Programs (WPCPs), Exceedance Response Action Plans (ERAPs), Monitoring Implementation Plans (MIPs), Sampling and Analysis Plans (SAPs), Quality Assurance Project Plans (QAPPs), and regulatory compliance reports.
  • Evaluate monitoring data and develop practical compliance strategies, corrective actions, and pollution prevention recommendations.
  • Support the design and implementation of stormwater Best Management Practices (BMPs) and treatment control measures.
  • Assist municipal, industrial, commercial, and construction clients with permit interpretation, compliance implementation, and regulatory agency coordination.
  • Contribute to project planning, scheduling, budgeting, proposal preparation, and business development initiatives.
  • Collaborate with project managers, technical experts, and clients to successfully deliver high-quality projects.
  • Support client relationship development through exceptional technical service, responsiveness, and trusted advisory support.
Qualifications

Required Qualifications

  • Bachelor's or Master's degree from an accredited university in Civil Engineering, Environmental Engineering, Environmental Science, Chemical Engineering, Water Resources, or a related discipline.
  • Minimum of 4 years of experience supporting stormwater compliance, environmental permitting, water quality programs, or related environmental consulting services.
  • Strong understanding of the California Industrial General Permit, Construction General Permit, Region 9 Commercial, Industrial and Institutional Permit, and/or municipal NPDES permit programs.
  • Experience performing environmental inspections, stormwater monitoring, sampling, and regulatory reporting.
  • Proficiency with Microsoft Office applications including Excel, Word, and Outlook.
  • Strong written and verbal communication skills, including technical report writing and client interaction.
  • Excellent analytical, organizational, and problem-solving abilities.
  • Valid California driver's license and acceptable driving record.

Preferred Qualifications

  • QISP, QSD, QSP, CPESC, CPSWQ, ENV SP, or California Professional Engineer (PE) registration.
  • Experience using SMARTS, CIWQS, GIS platforms, environmental databases, and data management systems.
  • Experience with water quality monitoring equipment including autosamplers, multiparameter meters, flow monitoring devices, data loggers, and remote telemetry systems.
  • Experience supporting MS4 programs, watershed studies, TMDL implementation, hydrologic or water quality modeling, BMP design, or related technical studies.
  • Proposal preparation, client management, and project coordination experience.

Candidates who do not currently possess professional certifications but have relevant experience and the ability to obtain certifications within a reasonable timeframe are encouraged to apply.

Physical and Field Requirements

  • Ability to conduct field inspections at industrial, municipal, commercial, and construction sites.
  • Ability to lift and transport monitoring equipment weighing up to 25 pounds.
  • Ability to work outdoors in varying weather conditions.
  • Occasional early morning, evening, weekend, or weather-dependent field activities may be required to support storm event monitoring and client operations.
  • Ability to travel throughout Southern California as needed.

The pay range for this California position is $90,000- $125,000 per year; however, base pay offered may be higher or lower depending on job-related knowledge, skills, and experience of the candidate. This information is provided per California Senate Bill 1162. Base pay information is based on market location.
