Job summary

Fort Pierce Utilities Authority is seeking an advanced, responsible professional engineer to coordinate, plan, design, estimate and prepare specifications for water and wastewater systems. Reports to the Supervising Engineer and leads technical staff.

The ideal candidate will apply environmental and civil engineering practices, utilize AutoCAD and ESRI GIS, prepare cost estimates and progress reports, and communicate clearly with public bodies and the public.

Qualifications

  • Graduation from an accredited four-year college or university in Civil or Environmental Engineering.
  • Two years' experience with a utility or consulting engineer in water/wastewater engineering.
  • Florida EI or PE desirable.
  • Valid Florida driver's license required.
  • Substitution of training/experience allowed.

Responsibilities

  • Coordinate, plan, design, estimate and prepare specifications for water and wastewater systems.
  • Supervise engineering staff and coordinate with other departments.
  • Prepare cost estimates and progress reports; administer permits and project budgets.
  • Confer with architects/engineers on large projects and with developers on new subdivisions.
  • Negotiate engineering fees and provide technical advice to customers and contractors.
  • Assist with GIS mapping, design drawings, and project scheduling.

Job description

The salary range shown represents the minimum to midpoint salary for this position. The actual salary offered will depend on qualifications and experience.

This is advanced, responsible professional engineering and supervisory work in coordinating, planning, designing, estimating and preparing specifications for the construction of water treatment/distribution and wastewater treatment/collection systems. Reports to Supervising Engineer. Ability to incorporate and employ on a continuous basis: initiate change, creativity, collaboration, pride and accountability. Knowledge of Environmental and Civil Engineering practices, methods and equipment related to the design and construction of water, wastewater and gas facilities. Knowledge of surveying practices, soil mechanics, and hydraulics as related to water and wastewater engineering. Knowledge of means and methods of utilities construction and field operations. Ability to exercise independent judgement in design and construction projects. Ability to take field notes and use them in the drawing of plans and specifications. Ability to plan and certify projects, prepare cost estimates, make inspections, conduct engineering research, and prepare progress and accomplishment reports. Ability to write technical reports and to give reliable advice on difficult engineering problems. Ability to use personal computer and office software, such as Word, Access, and Excel. Basic knowledge in AutoCAD and ESRI mapping software is desirable. Ability to maintain records, supervise and train subordinates and maintain effective working relationships with fellow employees, contractors and the general public. Ability to make presentations/speeches before public bodies and civic groups. Knowledge of principles and practices of contract administration and project management. Ability to communicate effectively, orally and in writing. Knowledge of SCADA systems as they apply to water and wastewater treatment plants and pumping stations. Knowledge of water and sewer modeling software.

  • Graduation from an accredited four-year college or university with a degree in Civil or Environmental Engineering or related field.
  • Two (2) years experience with a utility or a consulting engineer in Water/Wastewater Engineering.
  • Registration as an Intern Engineer (E.I.) or as a Professional Engineer with the State of Florida is highly desirable.
  • Valid State of Florida driver's license is required.
  • When considering new job applicants, a comparable amount of training and experience may be substituted for the minimum qualifications.

(NOTE: There are also secondary functions, which the employee will be required to perform.)

  • Prepares and approves design and construction plans and standard drawings for water treatment/distribution, wastewater treatment/collection, and systems.
  • Specify items for purchase and furnishes detailed design information.
  • Establishes material and construction standards.
  • Confers with architects or engineers on large commercial projects for pre-planning the distribution and collection systems.
  • Confer with developers and engineers of new subdivisions concerning utility locations and standards required by FPUA.
  • Prepares and coordinates: material and labor estimates, specifications and contract documents; city, county, state and federal permitting; administration and inspection of contractor forces on engineering projects to ensure compliance with plans and specifications and coordination with other utilities.
  • Direct activities of consulting engineers used to supplement department resources.
  • Negotiate engineering fees with continuing consultants.
  • Furnishes technical engineering advice to customers, contractors and FPUA department employees.
  • Provide technical assistance to FPUA departments.
  • Reviews plans and may inspect water and wastewater utility construction for compliance with FPUA standards.
  • Works with the Engineering Coordinator to determine capital improvement charges and fees.
  • Works with consultants to determine metering needs and wastewater service requirements.
  • Assists Water Resources and Water Reclamation with projects at the plants including rehabilitation of equipment/tanks, piping, pumping, and deep injection wells.
  • Assist with permitting activities for treatment plants.
  • Prepares, update and coordinate the use of computer programs to perform calculations; modeling of the water and wastewater systems, and project scheduling or management.
  • Assist the development of geographic information system (GIS) maps and databases and the preparation of design drawings for water and wastewater systems.
  • Prepares annual project budget cost estimates and work justifications.
  • Assists the Supervising Engineer with selection of projects to be included in annual budget.
  • Writes and presents Board agenda items and presentations.
  • Assists in training water and wastewater engineering department personnel.
  • Supervises and schedules other engineers, drafting/engineering technicians, and inspection personnel as required.
  • Assists Water Distribution in resolving customer complaints regarding water pressure or quality.
  • Reviews and analyzes construction projects planned by other agencies for potential impact on FPUA facilities.
  • Identify and resolve conflicts between other agency systems and FPUA’s systems.
  • Research, coordinate, and review proposed right-of-way or easement alignments and the vacation of existing rights-of-way or abandonment of easements.
