Job summary

Arclin is seeking an Environmental Engineer to partner with the Site EHS Manager and leadership to ensure regulatory compliance and drive sustainability across Richmond, VA operations. This role provides technical expertise in environmental compliance, risk assessment, permitting, and continuous improvement within a chemical manufacturing context.

The position focuses on managing air, water, waste programs and supporting regulatory reporting, audits, and incident investigations while advancing

Qualifications

  • Bachelor's degree in Environmental Engineering, Environmental Science, Chemical Engineering, or a related technical discipline.
  • At least 5 years of environmental compliance experience in chemical/industrial manufacturing.
  • Experience with RCRA, CAA, CWA, EPCRA, TRI, SPCC, wastewater, and stormwater programs.
  • Experience preparing regulatory reports and managing environmental compliance programs.
  • Knowledge of industrial chemical processes and environmental risks.
  • Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint, Outlook).

Responsibilities

  • Provide technical oversight to ensure compliance with federal, state, and local environmental regulations.
  • Manage environmental permitting requirements including air, wastewater, stormwater permits.
  • Prepare and submit regulatory compliance reports (TRI, Tier II, emissions inventories, wastewater monitoring reports, hazardous waste reports).
  • Support MOC processes for new equipment, process modifications, raw material changes, and facility expansions.
  • Lead investigations of environmental incidents and implement corrective actions.
  • Maintain and improve ISO 14001 EMS and support sustainability objectives.

About The Role

The Environmental Engineer partners with the Site EHS Manager and plant leadership team to ensure compliance with all applicable environmental regulations while supporting Arclin's commitment to operational excellence, sustainability, and responsible chemical manufacturing. This role provides technical expertise in environmental compliance, risk management, permitting, incident investigation, and continuous improvement initiatives across site operations. The Environmental Engineer serves as a key resource for environmental stewardship, regulatory compliance, and the safe management of chemical manufacturing processes.

Key Responsibilities

Environmental Compliance & Regulatory Management

  • Provide technical oversight and leadership to ensure compliance with federal, state, and local environmental regulations including but not limited to:
    • Clean Air Act (CAA)
    • Resource Conservation and Recovery Act (RCRA)
    • Clean Water Act (CWA)
    • Spill Prevention, Control and Countermeasure (SPCC)
    • Emergency Planning and Community Right-to-Know Act (EPCRA)
    • Toxic Release Inventory (TRI)
    • National Emission Standards for Hazardous Air Pollutants (NESHAP)
    • Stormwater Pollution Prevention Plans (SWPPP)
    • Industrial Wastewater Programs
    • Hazard Communication (HazCom/GHS)
    • Industrial Waste Management
    • Leak Detection and Repair (LDAR) Program
  • Manage environmental permitting requirements, including air permits, wastewater permits, stormwater permits, and applicable reporting obligations.
  • Prepare, review, and submit environmental compliance reports accurately and on schedule, including TRI, Tier II, emissions inventories, wastewater monitoring reports, hazardous waste reports, and other required regulatory submissions.
  • Maintain current knowledge of evolving environmental regulations and assess site impacts and compliance requirements.

Environmental Programs & Operational Support

  • Support manufacturing and engineering teams by participating in Management of Change (MOC) processes for new equipment, process modifications, raw material changes, and facility expansions.
  • Conduct environmental risk assessments and compliance audits to identify potential gaps and implement corrective actions.
  • Monitor environmental performance metrics and develop strategies to improve sustainability and resource efficiency.
  • Partner with operations to reduce waste generation, improve recycling initiatives, and support corporate sustainability objectives.
  • Lead / Support investigations related to environmental incidents, permit deviations, chemical releases, spills, waste handling issues, and employee exposure events.
  • Identify root causes and implement corrective and preventive actions to reduce environmental risk and improve operational performance.
  • Support site emergency response planning and ensure environmental aspects of emergency preparedness programs remain current and effective.
  • Maintain and continually improve the site's ISO 14001 Environmental Management System.
  • Support implementation of environmental objectives, targets, and key performance indicators (KPIs).
  • Conduct internal audits and coordinate external regulatory inspections and third‑party assessments.
  • Serve as the primary environmental liaison with regulatory agencies, consultants, and external auditors.
  • Promote environmental awareness and compliance through employee training, communication, and engagement programs.
  • Support Arclin's commitment to a Zero Injury and Zero Environmental Incident culture.
  • Collaborate with operations, maintenance, engineering, and leadership teams to proactively identify and mitigate environmental risks.
  • Participate in site safety committees, behavioral safety initiatives, and continuous improvement activities.
  • Provide technical support and assistance for broader EHS initiatives as needed.

Required Qualifications

  • Bachelor's degree in Environmental Engineering, Environmental Science, Chemical Engineering, or a related technical discipline.
  • Minimum 5 years of environmental compliance experience in a chemical manufacturing, industrial manufacturing, petrochemical, pulp and paper, or related process industry environment.
  • Demonstrated experience with environmental regulations including RCRA, CAA, CWA, EPCRA, TRI, SPCC, wastewater, and stormwater programs.
  • Experience preparing regulatory reports and managing environmental compliance programs.
  • Knowledge of industrial chemical processes and associated environmental risks.
  • Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint, Outlook).
