Job Description
AECOM is seeking an Environmental Compliance Specialist to help oversee regulatorily and permit compliance programs across a large infrastructure program in our Sacramento, CA Office. The candidate will be responsible for several key functions related to compliance, including the following tasks:

  1. Coordinate and collaborate with construction management teams and systems certification management to support the environmental certification process for construction transportation projects statewide.
  2. Coordination with various construction management teams statewide on implementing compliance programs. This includes providing technical support for the analysis of environmental impact documents in compliance with applicable governing statutes and regulations and to develop and oversee compliance with appropriate mitigation measures, including implementation and ongoing monitoring.
  3. Provide consistent project construction/delivery and demonstration of compliance across large projects statewide.
  4. Oversee National Pollutant Discharge Elimination System (NPDES) compliance for construction teams. This includes coordination with the State Water Resources Control Board (SWRCB) on implementation of the Stormwater Construction General Permit and Municipal Separate Storm Sewer Systems permit and implementation of training programs.
  5. Collaborate with quality control management teams to promptly resolve any compliance non-conformance issues. Establishing and implementing a system for the efficient and complete flow of information between clients, Project Construction Managers, and environmental teams overseeing construction.
  6. Support the ongoing development of compliance management software applications: This includes providing technical design feedback, module testing and review.

KNOWLEDGE AND ABILITIES:
Knowledge of: Demonstrated knowledge or familiarity with MS SharePoint, Access, or other databases used for environmental compliance tracking and verification. Possess an understanding and/or experience on construction projects in such a role. Demonstrated experience in one or more of the following practice areas: wildlife biology, natural resources, regulatory permitting including:

  1. Clean Water Act: Section 401 (Water Quality Certification), Section 402 (NPDES); Section 404 (Dredge/Fill). Experience dealing with the State Water resources Control Board (SWRCB), Regional Water Control Boards (RWQCBs) and the United States Army Corps of Engineers (USACE).
  2. Rivers and Harbors Act, 33 U.S.C. § 408 (“Section 408”).
  3. California Department of Fish and Wildlife (CDFW, Section 1602 and Section 2081 of the Fish and Game Code for the California Department of Fish and Wildlife.), United States Fish & Wildlife (USFWS, Section 7); US National Oceanic and Atmospheric Administration) /National Marine Fisheries Service (NOAA/NMFS) regulations and agency coordination.
  4. California Environmental Quality Act (CEQA) / National Environmental Policy Act (NEPA).
  5. Cultural resources, ability to: Work independently, problem-solve through creative processes and establish partnerships with project management, client representatives, government agencies, and other organizations. This person must be able to function well in a fast-paced, changing environment under demanding deadlines.

Qualifications

MINIMUM QUALIFICATIONS:
+ BS/BA + 10 years of relevant experience or demonstrated equivalency of experience and/or education
