Environmental Compliance Specialist

Job Description: The Environmental Compliance Specialist position, located at Schofield Barracks, Hawaii, is responsible for providing technical support to the U.S. Army Hawaii Environmental Compliance Program to assess compliance with all applicable environmental laws and regulations.

Essential Job Duties

• Environmental Compliance Inspections: Perform site inspections of USARHAW industrial facilities to evaluate the efficiency of their compliance programs. Create and submit reports identifying areas of non-compliance and recommended corrective actions.
• Waste Stream Identification and Analysis: Assess and characterize waste streams associated with industrial activities to determine their regulatory status and recommend applicable management requirements.
• Waste Management: Assist USARHAW units/activities with managing the waste generated from their operations to include hazardous waste, universal waste, non-RCRA regulated waste, and recyclable materials.
• Pollution Prevention: Review procedures and processes to identify new recycling opportunities and provide management recommendations.
• Hazardous Material/Waste Spills: Provide support to the USAG-HI Installation Response Team to assist in spill response and cleanup actions.
• Hazardous Waste Minimization: Perform site visits and technical review of hazardous material management procedures and waste generating processes to ensure proper management of materials and minimize the unnecessary generation of hazardous waste.
• Decision Making: Evaluate the efficiency of USARHAW industrial facilities' compliance programs. Assess and characterize waste streams associated with industrial activities to determine their regulatory status. Review procedures and processes to identify new recycling opportunities.

Conditions of Employment

• Pre-employment Criminal Background Check (required for new hires).
• The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.
• Candidates are required at a minimum to complete a NACI/SF85 and successfully pass a federal background check to remain eligible for employment by CSU.
• Must be able to comply with all applicable regulations to obtain a Department of Defense Common Access Card (CAC) and public trust clearance.
• In order to be eligible for a CAC, a non-U.S. nationals must have resided in the U.S. or U.S. territory for three or more consecutive years for the required Tier 1 HSPD-12 CAC credentialing background investigation. • Must have a valid driver's license or the ability to obtain a driver's license by the employment start date.
• Must have or be able to obtain OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER) certification.
• Must be able to pass a medical clearance exam to wear a respirator and perform hazardous material or waste spill cleanup actions.
• Must be able to lift and carry 50-pound.

Minimum Qualification

• Applicants must have a High School Diploma or GED.
• Minimum of 1 year of experience working in hazardous material/waste management or similar experience supporting environmental compliance programs.

Preferred Qualifications

• Three years of experience of experience working in solid and hazardous waste management. Knowledge of and experience with conducting inspections to assess industrial activities' compliance with applicable environmental regulations. Knowledge of and experience with federal, DoD/Army solid and hazardous waste regulations. Experience in hazardous materials management. Experience in characterizing, managing, and minimizing hazardous waste generated at industrial facilities. Experience writing technical reports and standard operating procedures. Experience working with personal computers and conventional software programs (word processors, spreadsheets, and databases). Experience working in highly structured organizations, such as governmental agencies, the military or corporations, with established lines of authority, procedures, and protocols.
