Job summary

Ferrovial Construction US Corp. is seeking an Environmental Compliance Project Director for a major highway project in the Nashville area.

This role leads environmental aspects from design through construction, ensuring regulatory compliance and sustainability goals are met. The position requires a strong background in environmental science, DOT project experience, and the ability to coordinate with agencies and the owner.

Qualifications

• Bachelor's degree in Environmental Science.
• Minimum of five (5) years of highway transportation infrastructure experience as an Environmental Compliance Lead or equivalent.
• Familiarity with OSHA 401/404 and related permits; certifications preferred.
• ISO 14001 experience (auditing or management).
• Experience developing and managing hazardous substances and petroleum products management plans per ASTM E 1527-21.
• Proficient with Microsoft Office Suite, including Excel and SharePoint.
• Strong communication, reporting, and leadership skills.

Responsibilities

• Lead environmental inspections and management of Highway DOT Design Build Projects.
• Prepare environmental permit submissions and approvals.
• Develop and manage a stormwater pollution prevention plan (SWPPP).
• Monitor environmental programs and update the Environmental Protection Plan.
• Coordinate with Owner and agencies on permits, NEPA reevaluations, and findings.
• Provide environmental training to workers on permits and project commitments.
• Interact with the public through workshops/meetings on mitigation measures.
• Review the Environmental Bill of Quantities for accuracy.

Job Description:

Position Summary: Responsible for construction execution from the bidding phase to delivery of a major highway project in the Greater Nashville area. The Environmental Compliance Project Director is assigned to one project and gathers a high level of technical expertise in environmental and ecological issues inside a heavy civil environment.

Job Duties

• Experience with Environmental inspections and/or management of Highway DOT Design Build Projects.
• Experience with obtaining or managing environmental government approvals, such as USACE 404 permits, NEPA Approvals, and TDEC ARAP/401 and Class V Underground Injection Control permits
• Lead, supervise and manage environmental aspects, such as water quality management, air quality management, and habitat protection, during the detailed design and construction
• Calculate environmental impact and track maintenance of Environmental Management Systems
• Prepare the technical documents for submission to the Owner in support of Owner lead permit applications and environmental approvals.
• Review the Environmental Bill of Quantities (BOQ) for accuracy and completeness of the different environmental measures executed in the Project (ie, OBF, Temporary BMPs, contaminated materials volumes, WOTUS mitigation credits…)
• Responsible for the preparation, monitoring and update of the EPP (Environmental Protection Plan) and all the components associated
• Develop and manage a stormwater pollution prevention plan (SWPPP) consistent with the NPDES Construction Stormwater Permit
• Proactive management, participation and defense in meetings and contacts with the Owner or other agencies related to environmental permits, issues, commitments and NEPA Reevaluation processes.
• Participate in multidisciplinary design meetings to provide environmental guidelines, as well as to conduct verification, to have a safe and sound design drawings from environmental perspective.
• Help develop and create possible technical alternatives that achieve a more sustainable project.
• Conduct necessary reviews and research to identify appropriate solutions or controls, as identified during construction or during design plan finalization, to minimize environmental risk and impacts.
• Prepare and implement environmental training, to educate all workers about the project, the permit requirement and restrictions, the project commitments, and environmental measures that must be met in order to maintain compliance during the duration of the project.
• Interact with the public, such as public noise workshops/meetings, as required in order to transmit information regarding environmental mitigation measures, design change benefits and impacts.
• Prepare and stablish an environmental permitting strategy to meet the Project schedule and avoid any delay in the Design submittal packages as well as any delay in the construction activities.
• Manage the Worksite Erosion Control Supervisors (WECs)

Job Requirements

• Bachelor’s Degree from a four-year college or university in field related to Environmental Science.
• Minimum of five (5) years of highway transportation infrastructure experience as an Environmental Compliance Lead or functional equivalent.
• Familiarity with industry codes, OSHA, Section 401, and Section 404 is preferred.
• Certifications in OSHA 30 Hour, HAZWOPER 40 Hour Certification preferred, and completed the Tennessee Soil and Water Conservation Commission Certification Course Level IA and TN EPSC Level 1 Certification preferred.
• Project experience with ISO 14001 (auditing or management)
• Experience with developing and managing a hazardous substance and petroleum products management plan consistent with ASTM E 1527-21, Standard Practice for Environmental Site Assessment Phase I Process
• Proficient with Microsoft Office Suite, including Excel, SharePoint, and document control systems.
• Excellent communication, reporting, and leadership skills
