Job summary

HRSA seeks an Environmental Protection Specialist to lead environmental reviews, advise program personnel, and ensure NEPA compliance across federally funded projects.

The role involves planning and carrying out studies, providing expert technical assistance during construction, coordinating with the Office of General Counsel and HRSA environmental officers, and advising on legislation impact to HRSA programs and environmental responsibilities.

Qualifications

• One year of specialized experience equivalent to GS-13 in the Federal service performing all listed duties.
• Experience applying Federal, State, and local environmental laws including NEPA and NHPA Section 106.
• Experience coordinating projects, resources, monitoring costs, and contractor performance.
• Experience evaluating programs for compliance with laws, regulations, and guidance.

Responsibilities

• Formulate, plan, and carry out projects related to environmental reviews and advisories.
• Determine NEPA applicability, review grant submissions for NEPA compliance, and determine exclusions.
• Provide expert technical assistance to recipients during construction and respond to waivers/changes of scope.
• Plan, schedule, and conduct projects to improve HRSA environmental policies for OFAAM operations.
• Review proposed legislation with GC and HRSA Environmental Clearance Officers for impact on programs.
