Job summary

Arclin USA is seeking an EH&S Manager for our Cleveland, OH – St. Clair location. You will own all plant activities related to health, safety, and environmental protection, and support process safety management programs.

Qualifications

• Bachelor’s Degree in EH&S/Engineering or related field.
• 3 – 8+ years’ experience in environmental, health, safety, and industrial hygiene.
• Experience in Process Safety Management (PSM) and Risk Management Program (RMP).
• Air Permitting, Storm Water, SPCC, NPDES, Hot Work Permit, LOTO, Confined Space Program, and PSM experience; however, candidates not experienced in all topics may be considered.
• Detail oriented with ability to handle multiple tasks.
• Microsoft Office including Advanced Excel skills.
• Floor supervisor mentality and ability to collaborate with plant staff and community.
• Travel less than 5%; may respond to incidents and provide after-hours coverage.

Responsibilities

• Develop and implement Health, Safety, and Environmental (EH&S) programs and policies.
• Develop, implement, and maintain plant rules, policies, and procedures for a safe and healthy environment.
• Ensure plant compliance with OSHA, EPA, DOT, DHS regulations.
• Prepare and submit EH&S monitoring and reporting for environmental permits.
• Provide personnel training and lead monthly site safety meetings.
• Lead incident investigations and develop corrective actions to prevent recurrence.
• Support Plant Manager in identifying capital projects and coordinate with contractors for safety.
• Provide oversight on Process Safety Management (PSM) and Risk Management Program (RMP) aspects.
• Lead local hourly recruitment activities with corporate HR assistance.

Arclin USA is seeking talent for an EH&S Manager job for our Cleveland, OH - St. Clair location. Reporting into the Plant Manager, this position is the owner of and accountable for ALL plant activities related to the Health, Safety, and Environmental protection of Arclin’s employees, community, and surrounding. This position will also play a significant role in the administration of the plant’s process safety management program. This individual shall also provide technical support for all related plant operations, responsible for implementation of the EH&S management system. In addition, provide support to Corporate EH&S and HR as requested. The EH&S Manager position has no direct reports.

EH&S Manager Job Responsibilities:

• Responsible for the development and implementation of the Health, Safety, and Environmental (EH&S) programs and policies. Develop, implement, and maintain plant rules, policies, and procedures to ensure a safe and healthy working environment. Implement and maintain EH&S policies and standards developed by Corporate EH&S and other groups.
• Responsible for assuring the plant’s compliance with all State, Local, and Federal EH&S regulations including OSHA, EPA, DOT, DHS.
• Responsible for preparation and timely submittal of all EH&S monitoring and reporting required by environmental permits (Waste, Water, Air, Aboveground Storage Tanks, etc.) and EH&S regulations.
• Work closely with employees to provide personnel training and monitor results for EH&S management issues. Prepare and lead monthly site safety meetings with all shifts. Lead incident investigations, including determination of root causes and development of corrective actions to prevent recurrence.
• Provide support to the Plant Manager in the identification and completion of capital projects. Work with contractors to ensure safety on site during projects. This will include preparation of a Contractor Method Statement, when applicable.
• Provide oversight and support, where required, on aspects of Process Safety Management (PSM) and Risk Management Program (RMP). This will include but not be limited to: Hot Work, Contractor Management, Incident Investigation, Training, Auditing, Emergency Response Drills, and review and documentation of Management of Change.
• Lead local hourly recruitment activities with assistance from corporate HR.

EH&S Manager Job Requirements:

• Bachelor’s Degree in EH&S/Engineering or related field.
• 3 – 8+ years’ experience in environmental, health, safety, and industrial hygiene.
• Experience in Process Safety Management (PSM) and Risk Management Program (RMP).
• Air Permitting, , Storm Water, SPCC, NPDES, Hot Work Permit, LOTO, Confined Space Program, and PSM experience however, we will consider candidates who do not have experience in all of these topics specifically.
• Detail Oriented and ability to handle multiple tasks.
• Microsoft Office including Advanced Excel skills.
• Must have floor supervisor mentality.
• Must be able to maintain collaborative working relationships with plant staff, production supervisors, operators and maintenance personnel, and the community.
• Travel less than 5%; must be available to respond to incidents and/or provide coverage after hours, as required.

KNOWLEDGE, SKILLS AND ABILITIES –PREFERRED

• Previous Chemical Manufacturing Experience
• Previous experience in basic Human Resources Processes
• WV Aboveground Storage Tank regulations
