Job summary

You will report to the Deputy Director and manage GIS analysts, data stewards, and coordinators, ensuring a secure and reliable EGIS environment for City departments and residents.

Qualifications

• Bachelor’s degree in geography, GIS, IT, data science, public administration, or related field; or equivalent experience.
• 6+ years progressively responsible GIS or technology experience, including at least 3 years supervising staff or managing programs.

Job description

PandA is seeking a Program Manager to lead the City’s Enterprise GIS program, overseeing Citywide geospatial systems, authoritative data stewardship, GIS integrations, and spatial analytics initiatives that improve services and support operational decision‑making.

The Program Manager reports to the Deputy Director and manages a multidisciplinary team of GIS analysts, data stewards, and project coordinators. The position ensures the EGIS environment remains secure, reliable, and responsive to the evolving needs of City departments and residents.

Key Responsibilities

Enterprise GIS Operations & Strategy

• Lead the City’s enterprise geospatial program, including ArcGIS Enterprise/Online platform, lifecycle management, performance, and reliability.
• Oversee stewardship of authoritative geospatial datasets, ensuring standardization, quality, and accuracy across departments.
• Manage integrations between GIS and enterprise systems to support operational workflows and data sharing.
• Develop EGIS strategic roadmaps aligned with Citywide priorities and departmental needs.
• Coordinate upgrades, enhancements, and maintenance of geospatial infrastructure.
• Oversee a portfolio of EGIS projects, including new applications, datasets, automation, and cross‑departmental initiatives.
• Prioritize investments, allocate resources, and manage risk in a dynamic, fast‑paced environment.
• Manage contracts, budgets, vendors, and long‑term support agreements associated with GIS technologies.

Governance, Standards & Compliance

• Establish and maintain GIS governance frameworks, including metadata standards, naming conventions, authoritative dataset policies, and quality assurance.
• Ensures GIS governance is in alignment with Citywide data governance.
• Guide departmental GIS content owners on best practices, security requirements, and adherence to enterprise policies.
• Coordinate with IT on infrastructure, access controls, cybersecurity, and compliance.
• Serve as GIS advisor on the Data Governance Committee.
• Lead, supervise, and develop a multidisciplinary team of GIS professionals.
• Build career pathways, mentor staff, support training and certification, and plan for succession.
• Foster an inclusive, collaborative, learning‑oriented culture grounded in service excellence.

Stakeholder Engagement & Service Delivery

• Partner with City departments (e.g., Stormwater, Transportation, Fire‑Rescue, Police, Parks, Planning) to help them effectively use GIS tools and data.
• Support emergency response operations through reliable delivery of spatial data, tools, and situational awareness resources.
• Translate stakeholder needs into actionable GIS products, tools, and enhancements.
• Champion spatial analytics as a tool for improved service delivery, planning, and operational decision‑making.
• Identify and responsibly pilot emerging GIS technologies, automation, and analytics capabilities.
• Promote innovative, accessible, and data-driven uses of geospatial information that improve the resident experience.
• Collaborate cross-division with Performance & Analytics data analysts and data scientists to contribute spatial analytics to department projects.
• Bachelor’s Degree in geography/GIS, information technology, data science, public administration, or a related field; or equivalent combination of education and directly relevant experience.
• Six (6) years of progressively responsible GIS or technology experience, including at least three (3) years supervising staff or managing programs, projects, or budgets.

Highly Desirable Qualifications

• Experience leading enterprise GIS environments (ArcGIS Enterprise/Online), including architecture, lifecycle management, and integrations.
• Experience with geospatial data governance, QA/QC processes, and stewardship of authoritative datasets.
• Experience managing geospatial applications, automations, and data pipelines that support operations or public‑facing services.
• Familiarity with modern delivery methods (agile, DevOps, CI/CD) as applied to GIS development and operations.
• Experience evaluating and piloting new GIS technologies, analytics tools, or AI/ML applications.
• Project management certification (e.g., PMP) or demonstrated experience managing concurrent geospatial initiatives.
• Experience in municipal or public‑sector environments, including navigating procurement, budgeting, and IT governance.
