Title: AVP/VP

Role Purpose
Lead the interpretation and implementation of BCBS 239 and Enterprise Data Governance requirements across a global custodian and banking environment. The role focuses on converting regulatory principles into enterprise data governance policies, Critical Data Element (CDE) frameworks, Data Quality (DQ) metrics, lineage and control requirements, and LOB-specific implementation standards. Experience with Collibra or another data governance platform is desirable, but platform expertise is not the primary requirement.
Core Responsibilities
1. BCBS 239 Regulatory Interpretation — Critical
- Interpret the BCBS 239 principles and translate regulatory intent into practical Enterprise Data Governance requirements.
- Assess applicability, materiality and implementation expectations across business lines, legal entities and data domains.
- Maintain traceability from regulatory requirement to policy, standard, control, implementation and evidence.
- Stay current with new and evolving regulatory and supervisory expectations.
2. Data Governance Policy Creation — Critical
- Create and maintain enterprise data governance policies, standards and procedures.
- Convert regulatory requirements into clear, auditable policy language, governance requirements, ownership, and control
- Define exceptions, escalation, remediation and evidence requirements.
- Ensure policies are practical, sustainable and capable of being implemented by business and technology teams.
3. CDE, Data Quality & Data Lineage Governance — Critical
- Define the enterprise methodology for identifying, classifying and governing Critical Data Elements, including criteria for criticality/materiality, ownership, stewardship, certification and accountability.
- Define CDE control, lineage, quality and certification requirements and ensure CDE governance is appropriately tailored to business and risk context.
- Define requirements for end-to-end lineage of critical and material data flows, including lineage validation, certification, ownership and exception management.
- Assess lineage sufficiency in the context of BCBS 239 data quality, traceability and reporting requirements.
- Define Data Quality dimensions, measurement methodology, thresholds and escalation criteria.
- Establish DQ KPIs/KRIs for CDEs and material risk data, with governance reporting that demonstrates data quality and
- Define data-quality issue management, remediation, exception and certification requirements.
4. LOB-Specific Policy Implementation — Critical
- Translate enterprise/BCBS 239 policy into practical requirements for Custody, Asset Servicing, Markets, Fund Administration, Treasury, Operations, Risk and other relevant functions.
- Define LOB-specific data ownership, controls, CDE requirements, DQ expectations and evidence.
- Avoid one-size-fits-all implementation while maintaining consistent enterprise governance principles.
- Work with LOB Data Governance Leads to embed requirements into business processes.
5. Solution / Requirements Leadership — Important
- Translate policy and governance requirements into functional requirements, use cases, user stories, workflows, business rules and acceptance criteria.
- Work with technology teams implementing data governance capabilities.
- Ensure requirements are understood consistently by Business, Data Office and Technology stakeholders.
- Collibra knowledge is beneficial; the candidate does not need to be a Collibra developer.
6. Stakeholder & Change Leadership — Important
- Lead workshops and challenge ambiguous requirements constructively.
- Influence senior stakeholders across Data, Risk, Compliance, Technology and Business without direct authority.
- Support adoption, training, governance communications and implementation readiness.
- Operate effectively in a global, matrixed and evolving banking environment.• Translate policy and governance requirements into functional requirements, use cases, user stories, workflows,
- business rules and acceptance criteria.
- Work with technology teams implementing data governance capabilities.
- Ensure requirements are understood consistently by Business, Data Office and Technology stakeholders.
