Job summary

Systems Planning and Analysis, Inc. (SPA) is seeking an Enterprise Architect/Systems Engineer to support the DHS Countering Weapons of Mass Destruction (CWMD) program.

Based near Washington, DC, you will apply architecture methodologies to analyze enterprise-wide CBRN threats and map current and future architectures to strengthen mission capabilities. You will develop action plans, executive briefings, and contract deliverables, coordinating with senior stakeholders.

Qualifications

  • Bachelor's degree in a STEM field with 6+ years of experience.
  • Experience with architectures to assess capability gaps.
  • Experience creating operational view diagrams.
  • Proven ability to prioritize workload and meet deadlines.
  • Experience developing clear written/visual communications for executives.
  • Active TS/SCI clearance and able to obtain DHS suitability.

Responsibilities

  • Support DHS CWMD office by applying systems architecture methodologies.
  • Analyze enterprise-wide CBRN threats and mission functions.
  • Map current and future architecture to capabilities and risks.
  • Develop plans of action and timetables to meet deadlines.
  • Prepare executive briefings, memos, and contract deliverables.
  • Develop risk assessment scenarios and reporting.

The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

The Critical Infrastructure Group (CIG) within JOID provides technical, programmatic and analytical support to customers with missions in national security to include the Department of Homeland Security (DHS), Health and Human Services (HHS), and the Federal Aviation Administration (FAA). The Group brings technical and operational expertise in fields of countering weapons of mass destruction, critical infrastructure protection, emergency response, nuclear non-proliferation, weapons deployment programs, and transportation safety. In addition to management and advisory services, CIG staff collaborate closely with our clients to provide high-quality modeling, simulation, software, and analytical products to meet the most demanding government standards and timelines.

Responsibilities

The Enterprise Architect/Systems Engineer will provide support to the Department of Homeland Security (DHS) Countering Weapons of Mass Destruction (CWMD) office. Will assist senior personnel working with executive management to address the entire organization by applying systems architecture methodologies to analyze enterprise-wide chemical, biological, radiological, and nuclear (CBRN) threats and mission analysis of what functions are performed, who performs them, where and when the functions are performed, and how they are performed to provide capability against a terrorist attack. Serve as an integrator between the risk analysis process and mapping of current and future CBRN architecture. Apply comprehensive methods for describing current and/or future architecture/structure and behavior of an organization's processes, information systems, and personnel and organizational sub-units so that they align with the organization's core mission, vision, goals and strategic direction. Develop plans of action and timetables in order to meet established deadlines. Develop executive briefings, detailed technical documentation, memos, and Contract Deliverables. Develop risk assessment scenarios, and conduct various displays and reporting of analysis.

Qualifications
  • Required:

    • Bachelor's degree in Systems Engineering, Mathematics, Operations Research, CBRN, Supply Chain Management or a related STEM discipline
    • 6+ years of experience
    • Experience with frameworks to assess the architecture and capability gaps
    • Experience in creating various operational view diagrams
    • Proven ability to prioritize and execute workload to meet requirements and deadlines
    • Experience developing compelling written and visual communications that are clear, concise, and suited to the audience
    • Proficient with Microsoft Office Suite (e.g., Excel, Access, Word, PowerPoint)
    • Active TS/SCI clearance and able to obtain DHS Suitability

    Desired:

    • Master's degree in Systems Engineering, Mathematics, Operations Research, CBRN, Supply Chain Management or a related STEM discipline
    • Experience providing analytical support to the Department of Homeland Security
    • Experience conducting risk assessments related to Weapons of Mass Destruction
    • Experience with DoDAF viewpoint and modeling software
    • Familiarity with WMD defense and deterrence concepts
    • Familiarity with WMD sensors that can detect radiation, chemical, or biologic agents, and with non-technical detection methodologies (e.g. law enforcement and intelligence)
