Job Description Summary

The Enrollment Analyst serves a critical compliance and technical function within the Office of the University Registrar (OUR), supporting all 12 academic divisions of the University of Pennsylvania. This role acts as the University's official liaison for federal student reporting requirements—including, but not limited to, enrollment and graduation data submissions to the National Student Clearinghouse (NSC) and the National Student Loan Data System (NSLDS).

The Analyst is responsible for ensuring institutional compliance with regulatory enrollment reporting requirements and upholding the integrity of student records through rigorous data audits, operational oversight, and enforcement of business processes. This includes managing workflows to ensure the accurate and timely transfer of data between the student information system (SIS), Ellucian Banner, and related tertiary systems; identifying and resolving data anomalies; and maintaining audit-ready documentation.

Key responsibilities include the creation, testing, and maintenance of Banner Population Selection queries and rules to support enrollment reporting through timely and accurate data submissions. The Analyst builds and manages recurring and ad hoc extraction logic across academic terms and student cohorts, supporting data analysis, reconciliation, and internal reporting functions.

The Enrollment Analyst performs regular processing and monitoring of Ellucian Banner processes to ensure timely, accurate enrollment file submissions to the NSC, while also validating output data and resolving discrepancies prior to and following each transmission. The Analyst supports the implementation and ongoing maintenance of the University's NSC MyHub participation, ensuring that data flows accurately and student self-service access is maintained. Additionally, the role contributes to continuous improvement by tracking key performance indicators (KPIs) related to data quality, reporting accuracy, error resolution, and compliance timelines.

This position serves as the functional lead in testing and implementing changes to Banner processes that impact enrollment data, reporting performance, or NSC requirements. The Analyst also supports ad hoc reporting needs by extracting and organizing data from Banner and other sources to respond to internal and external inquiries, often under time-sensitive conditions.

Collaboration with Registrar staff, IT teams, and campus partners is essential to maintaining efficient, accurate reporting workflows and resolving technical or data-related issues. The Analyst also documents population selection logic, reporting procedures, and NSC file configurations to promote institutional knowledge sharing and operational continuity.

This role requires a high level of professionalism and cross-functional collaboration to support data accuracy, reporting integrity, and institutional compliance—primarily through back-end systems and operational processes rather than direct customer-facing interaction.

Performs data analysis and assists with design of complex data models based upon business or research requirements. Often as part of a team, identifies and resolves required information flows and content issues, and transforms requirements into data designs and models. May perform analyses, development and evaluation on large databases and large complex installations. May provide reporting and decision support systems consultation. May provide data analysis expertise to one or more project or support teams. May work with vendor delivered solutions.

Qualifications

  • A Bachelor’s degree with 2-3 years of relevant professional experience, or an equivalent combination of education and experience, is required.
  • Prior experience working with student records in a higher education setting.
  • Demonstrated ability to manage and safeguard sensitive student data in compliance with FERPA and institutional privacy standards.
  • Proven analytical and technical acumen, including hands-on experience with database management, data reconciliation, and business process evaluation. Skilled in interpreting and aligning data requirements across departments and systems.
  • Direct experience working within enterprise resource planning (ERP) systems, particularly Ellucian, Banner or similar system, with a strong understanding of SIS data architecture and operations.
  • Skilled in troubleshooting and resolving SIS data integrity issues to support accurate and compliant reporting.
  • Extensive knowledge of Banner Population Selection functionality or similar system and tool, including the creation, testing, and execution of population selection rules for operational and reporting purposes.
  • Practical experience with SFRNSLC processing for National Student Clearinghouse (NSC) enrollment reporting, including submission workflows and resolution of transmission errors.
  • Understanding of MyHub data exchange protocols and associated responsibilities within the NSC reporting framework is preferred.
  • Adept at developing and maintaining audit and reporting processes across enterprise environments to ensure compliance and operational efficiency.
  • Proficient in using reporting tools such as Business Objects to extract, transform, and analyze data from various sources.
  • Technical proficiency in SQL, with additional familiarity in HTML, CSS, and JavaScript; experience with Natural, COBOL, or C# is a plus.
  • Strong organizational and documentation skills, with the ability to maintain clear and comprehensive workflow records for data management and compliance processes.
  • Ability to communicate complex technical concepts effectively to non-technical stakeholders and contribute meaningfully to cross-functional teams.
  • Experience managing recurring data submission deadlines and compliance reporting cycles with precision and accountability.
  • Familiarity with Microsoft Office Suite, Freshservice, and other enterprise tools used in academic records and regulatory functions is preferred.
  • Demonstrated aptitude for quickly mastering new technologies and adapting to changing compliance requirements in the higher education sector.
