Job summary

Eastern Nebraska Office on Aging (ENOA) is seeking a Medicaid Waiver Resource Developer to identify, recruit, develop, and support service providers and community resources to ensure Nebraskans have access to quality services.

This role collaborates with providers, service coordinators, participants, and community partners to expand capacity while ensuring compliance with applicable regulations and program requirements.

Qualifications

• High school diploma or equivalent.
• Coursework in social work, sociology, gerontology, human services, or a related field.
• Bachelor's degree in Human Services, Social Work, Public Administration, Business Administration, or a related field preferred.
• Strong communication, relationship-building, and organizational skills.
• Ability to analyze information, solve problems, and manage multiple priorities.
• Valid driver's license and ability to operate a vehicle.

Responsibilities

• Must report to work as scheduled on a regular and reliable basis.
• Complete required pre-service orientation and training.
• Maintain confidentiality of client information and comply with HIPAA regulations.
• Understand and comply with applicable laws, rules, regulations, policies for ENOA and ENHSA.
• Communicate clearly, both orally and in writing, and build relationships with providers, coordinators, staff, and the public.
• Be a strong team player and support clients and their informal support systems.
• Maintain good computer skills and knowledge of Microsoft Office.
• Recruit, develop, and maintain qualified service providers.
• Coordinate provider enrollment and onboarding activities.
• Provide training, technical assistance, and ongoing support to providers.
• Conduct provider monitoring and quality assurance reviews.
• Maintain accurate documentation and records; facilitate renewals.
• Educate providers on program policies, billing requirements, and service standards.
• Monitor compliance with state, federal, and organizational regulations.
• Investigate reports of abuse, neglect, exploitation, fraud, or other concerns involving provider services.
• Consult with supervisor regarding provider-related issues.
• Scan and upload provider information to provider databases.
• Perform other duties as assigned by designated leadership.

The Resource Developer is responsible for identifying, recruiting, developing, and supporting service providers and community resources to ensure individuals have access to quality services and support. This role collaborates with providers, service coordinators, participants, and community partners to expand and maintain service capacity while ensuring compliance with applicable regulations and program requirements.

Essential Functions and Responsibilities

• Must report to work as scheduled on a regular and reliable basis.
• Successfully complete all required pre-service orientation and training.
• Must ensure confidentiality of all client information and act in accordance with HIPAA regulations.
• Ability to understand and comply with various laws, rules, regulations, policies, and guidelines as they pertain to both ENOA and ENHSA.
• Ability to communicate clearly, both orally and in writing and be able to establish effective working relationships with many different people, ranging from potential providers, directors, coordinators, professionals, community representatives, pertinent NDHHS staff, other support staff, and the general public.
• Be a strong team player with a positive attitude toward working with staff and with clients and their formal and informal support systems.
• Must have good computer skills with general knowledge of Microsoft Office and have the ability to learn other computer systems.
• Work within established standards for service coordination and employee's professional discipline when applicable.
• Basic knowledge of applicable state and federal laws, policies, and regulations as they relate to the Nebraska Medicaid Program.

ENOA’s role is to ensure older adults within its region have access to a continuum of services that enable them to remain active, independent and in their own homes for as long as possible. ENOA serves as a gateway to aging services that already exist in the community and also operates its own programs that fill previously unmet needs in the five-county area. Through our nutrition programs, care management services, volunteer opportunities and community services, ENOA’s goal is to enhance the lives of older Nebraskans who live within our service area.
