About the Work Unit

The Region 4 South Program Engineering Unit is responsible for the management of projects and operational areas within the Region 4 Transportation System. This includes management of roadway design and construction contracts to implement the Statewide Transportation Improvement Program. Roadway design consists of preparing plans and specifications, which are professionally certified in accordance with Federal and State standards that are accurate, biddable and constructible. The construction consists of overseeing and directing construction projects in the field to ensure the work is in accordance with the awarded contract. The operational responsibilities include engineering support for maintenance and an interface with local agencies and property owners as required. Ultimately the unit is responsible for providing the best multi modal transportation system for Colorado that most effectively moves people, goods and information.

About the Position

This position serves as a senior project technician responsible for designing, inspecting, documenting and measuring the work on highway construction projects. Additionally, this position works as a project manager for less complex projects such as write-up or maintenance projects, etc), or as assistant project manager on more complex projects, responsible for ensuring that the highway project is built in accordance with the plans and specifications thus providing a safe and adequate highway system.

Major duties and responsibilities

• Perform construction inspection of assigned project during the construction phase to ensure construction activity is following plans, specifications, standards, policies, procedures (used in the CDOT Construction Manual), laws and regulations, including all documentation;
• Inspect contractor work and be responsible for the administrative and satisfactory completion of the projects under construction;
• Certify that the contractor's construction methods, procedures, materials and final product are in compliance with engineering details, standards and specifications by making thorough visual inspections;
• Certify that the contractor's material, workmanship, and products are in conformation with the contract plans and specifications by supervising and maintaining proper documentation;
• Determine if the method statements and the CPM schedule submitted by the Prime Contractor are reasonable and acceptable prior to the commencement of work and maintaining updates through project duration;
• Determine if work performed is in accordance with standards and qualifies as acceptable for payment;
• Identify irregularities in the plans and specifications and determine what the appropriate action to take is as stated in the contract;
• Interpret plans and specifications and determines if the project is in compliance;
• Perform and properly document measurements of materials incorporated into the project to assure accurate payment for contract work;
• Assure accurate payment for contract work by supervising, making measurements of quantities, calculate quantities from field data, and perform independent checks of measurements and calculations for accuracy;
• Finalize construction projects (prepare the final engineering documents as required per the most recent final documentation checklist);
• Authorize change orders for modifications to the plans and specifications and direct the contractor through formal documentation procedures; Route the Form 90 for signatures through Adobe Sign;
• Act as project manager on less complex projects or as an assistant project manager on more complex projects;
• Provide support in managing engineering consultants and local agency contracts, that impact the overall project budget;
• Prepare contract documents such as task orders and formal agreements, authorize payment for consultant and local agency billings, maintain accurate project summaries, and stay within contract budgets;
• Communicate and correspond with other departments or disciplines within COOT, Federal, State. Local Agencies. consultants. contractors, utilities. and the public regarding changes or information which has impact upon them.
• Requires the attendance and reporting of approved or missing Certificate of Compliance (COC) documentation at all project progress meetings.
• Coordinate and communicate with other residencies on upcoming projects;
• Manage personnel roles within the project team to establish clear, documented role expectations, hold regular check-ins, and foster open dialogue, ensuring all members understand their roles and contributions.

Work Environment

• Primarily 8:00 am – 5:00 pm work hours, Monday-Friday
• Travel required during work hours throughout Colorado
• Travel for project related activities, site visits, meetings, trainings & committee attendance when required
• Required to operate CDOT vehicles

Minimum Qualifications

Education/Licensure/Certification/Experience:

• High school diploma or General Education Diploma (GED)
• Six (6) years of experience in an occupational field related to the work assigned to the position

Substitutions

Additional appropriate education will substitute for the required experience on a year-for-year basis.
