Job description

This employee may be assigned to the instrumentation field. Depending on the area of assignment, this employee may perform advanced design and technical staff work related to construction, operation, maintenance, configuration of analytical and plant process control installation or instrumentation and telemetering. Responsibilities include preparing and submitting plans for acceptance, representing the department in selecting equipment and products, and determining and specifying project component requirements such as power and size.

Subject to professional review, this employee may draft specifications, write maintenance job plans and calibration procedures/instructions, calibrate field instrumentation, complete documentation records, modify and update schematic and wiring diagrams, prepare tabulations and reports, make charts, graphs, and provide analysis. They may also maintain, develop, and document hardware and software for programmable logic controllers and associated process control systems.

Additional duties include assisting in the analysis, review, and inspection of process control work done by field crews or outside contractors on installation or maintenance of plant equipment. The employee may oversee and check the work of lower-level employees, interpret and analyze data gathered by such employees, represent the department at project-related meetings, act as a liaison between city departments, and provide technical information to the public.

Knowledge of:

  • The design, application, and functions of programmable controllers (PCs and PLCs), microprocessors, and other sophisticated solid-state devices used in control equipment.
  • Personal computers and software such as databases, word processing, and graphics.
  • Instrumentation control including online process computers, peripherals, graphical interface systems, analytical equipment (pH, ORP, DO, Turbidity, Opacity), and process control instrumentation.
  • Procedures for preparing water treatment and supply modification plans for the Ohio Environmental Protection Agency.
  • Applicable codes for designing explosive and non-explosive gases for laboratory equipment.
  • Safety policies and procedures, including the Employee Safety Instruction Manual and agency requirements.

Skill to:

  • Use advanced electrical test instruments such as oscilloscopes, megohmmeters, bridges, signals, pulse and function generators, high potential, and other high-voltage test equipment.
  • Troubleshoot simple hardware and system software problems.
  • Operate personal computers and standard office equipment.
  • Properly and safely operate a motor vehicle.

Ability to:

  • Perform calculations for protective relays, portable flow meters, and sizing of circuits.
  • Write preventive maintenance steps and calibration procedures for process control instrumentation and analytical equipment.
  • Complete calibration sheets for various instruments.
  • Update instrument loop and electrical drawings when changes occur.
  • Determine and specify tolerances for machine shop drawings.
  • Interpret field measurements for ventilation and airflow systems.
  • Design and specify retrofits for building hardware.
  • Assess pump efficiency test results.
  • Work at heights and in confined spaces.

PROMOTIONAL REQUIREMENTS: Each applicant must have two years of instrumentation experience as an Engineering Technician 2 (Electrical), Electrical Maintenance Worker 2, or Electronic Technician 2 with the City of Cincinnati and thirty quarter credit hours from an accredited college or university in electronics, electro-mechanical systems, motors and controls, robotics, computer programming, instrumentation, electrical engineering, or engineering technology, or an ISA Level One certification. Alternatively, five years of instrumentation experience in the same roles is required.

OPEN REQUIREMENTS: Two years of paid professional experience in instrumentation technology, measurement, and industrial control technology. An academic degree in Instrumentation Engineering Technology or a related field plus one year of experience, or military experience performing similar duties, is also acceptable.

OTHER REQUIREMENTS: Must obtain ISA Certified Control System Technician Level One or higher within the probation period, hold a valid driver's license, and be willing to attend training, travel, work irregular hours, including shifts and weekends, and respond to emergency call-ins. Vision must be suitable for reading gauges and screens for extended periods.

MILITARY EDUCATION & EXPERIENCE: May substitute military education and experience for college coursework based on ACE recommendations.
