Job summary

Louisiana DOTD is seeking a Contracts and Specifications professional to prepare and assemble complex bid proposals and construction specifications for DOTD projects in the construction program. The role focuses on ensuring accuracy, compliance, and timely delivery of bid documents.

Qualifications

Responsibilities

• Drafts and/or finalizes construction bid proposals for the most complex and/or highest priority projects.
• Revises proposals to stay compliant with spec changes between draft and finalization deadlines.
• Reviews construction specifications for project features and ensures accuracy, compliance, and clarity.
• Reviews project correspondence files to ensure permits, agreements, and memos are incorporated into plans and bids.
• Assembles construction bid proposals and specifications with standard forms, provisions, plans, and bid items; may tailor for each project.
• Prepares addenda to address plan or specification revisions or errors during advertisement period.

Minimum Qualifications

Job Duties

• Drafts and/or finalizes construction bid proposals for the most complex and/or highest priority projects.
• Revises such construction proposals as necessary to maintain compliance with changes in specifications occurring between issuance of a project's draft bid proposal, and the proposal finalization deadline.
• Reviews construction specifications for individual project features or items of work, and verifies those prepared by others are approved for use. These specifications must comply with applicable state and federal rules and regulations, and must be accurate, concise, and comprehensive to provide for quality construction at economical bid prices.
• Reviews project correspondence files to ensure that all conditions of permits, agreements, and miscellaneous memoranda have been complied with and incorporated in the construction plans and bid proposals.
• Assembles construction bid proposals and construction specifications, consisting of standard forms, special provisions, supplemental specifications, required federal contract provisions, minimum wage determinations, letter-size plans, and schedule of bid items and quantities, all of which may require customization for each individual project.
• Prepares addenda as necessary to address plan revisions, specification revisions, or bid documents errors during the advertisement period.
