Eau Claire County seeks an Engineering Technician to support civil engineering projects related to highway systems. The role involves designing layouts, conducting inspections, and performing various engineering calculations to ensure compliance with standards. Ideal candidates should possess an associate degree and relevant experience in roadway design and materials testing.
Develops geometric layouts, profiles, and cross-sectionsfor various projectsin accordance withcurrent local, state, and federaldesign standards.
Prepares conceptual layouts and sketches, cost estimates, scoping documents, and drawings used for investigating a variety ofpossible solutionsto roadway and bridge design problems.
Completes computer-aided drafting and designing (CADD) functions,in accordance withcurrent local,state, and federal design standards.
Prepares detailed technical drawings, making engineering computations, preparing specialprovisions,and completing necessary forms for use in final construction plans.
Generates cross-sections,determinesconstruction limits, and performs earthwork computations.
Computes estimated quantities and pay items for construction plans.
Reviews and interpretsreports,previousplan information, and layouts to ensure general knowledge of the project and that information is made available for plan preparation.
Conductslead inspections on complex multi-phase or multi-operational projects; monitors project progress; assures all inspected work isaccomplishedin accordance withcontract requirements.
Performs materials testing and sampling in the fieldusing a variety of materials testing equipment and hand tools;analyzes test results;assures materials meet County and/or Wisconsin Department of Transportation (WisDOT) specifications to secure certification of a construction project;determinesthe impact of test results;makesrecommendations related to materials, structural integrity for roadway and/or bridge construction projects.
Performs complex documentation to record quantity and quality of construction materials and completes required reportsin accordance withcontract requirements.
Monitors construction project traffic control;encourages safe contractor practices; ensures personal safety is protected and ensures the project is completed to applicable safety practices, rules, and programs.
Contributes to thedevelopment of road and bridge improvement and maintenance plans;assiststhe Highway Engineer with County biannual bridge inspections and reports as mandated by Wisconsin State Statute and Federal law; supportstheCounty and local road biannual pavement inspections and report preparation as needed for the mandated Wisconsin Information System for Local Roads (WISLR) Program.
Operatessurveytools to enableaccuratecollection of field survey data for highway construction plans, or to perform construction staking, location, or miscellaneous surveys.
Prepares, processes, and evaluates survey data for location and construction surveys sufficient to meet project deadlines withaccurateand effective data.
Processes data using CADD drafting and computational software producing maps ensuring accuracy standards aremaintained.
Creates digital terrain models sufficient for design plan requirements.
Develops base maps used in preparation of design plans and department operations.
Performs culvert and drainage inspections, data evaluation, and work plan development.
Complies withrecords management guidelines and standards; issues andmaintainsfiles for county highway utility and access permits.
Develops andmaintainsvarious highway databases andassiststhe Highway Engineer with advancing automation; performs traffic counts by use of various counters;researchesdeed, land record, and plan files; develops andmaintainsdepartmental filing system;performs various field highway inventories and inspections.
Employs proficient skills in AutoCAD, AutoCAD Civil 3D, Trimble GPS to perform automated and manual drafting tasks.
Establishes andmaintainseffective working relationships with internal and external partners;participatesin public meetings; preparescommunications exhibits, models, visual graphics, and reports for community development activities; develops solutions to construction problems and/or issues in the field;serves as the contact for field personnel, contractors, utility companies, and Department staff.
Maintains,cleans, repairs, andcalibratesequipmentand toolsused related to work activities.
Performs other related duties asrequiredor assigned.
Associatedegree in civil engineering technology or related field.
Four (4) years of full-time experience performing roadway designutilizingCADD software and survey workutilizingmodern survey techniques.
Two (2) years of full-time experience with CADD software design and draftingfor roads and/or bridges.
Appointment will be conditional upon successful completion ofa criminal background check.
Position will require a pre-employment physical exam.
Position will be subject to pre-hire, random,and post-accident drug and alcohol testingduring the course ofemployment.
Must have a valid driver’s license and an acceptable driving record.
Experience performing roadway and/or bridge construction, materials, soils, and/or right-of-way activities.
Considerable experience with AutoCAD and AutoCAD Civil 3D software.
Experience with local, state, and federal governmental agency permit processes and requirements.
Possess andmaintainHighway Technician Certification and materials testing certifications.
Certified as State of Wisconsin bridge inspector.
